Apologies<br>were received and recorded.<\/li>\n\n\n\n<li>Declarations of interest<br>There were no declarations of interest.<\/li>\n\n\n\n<li>Reports from Community Groups<br>David F Wilson &#8211; Public Artist<br>David has been commissioned by Lochee Homes to produce a piece of artwork for Windmill Gardens. The<br>proposed site is right in the heart of the development adjacent to a house. Although not ideal, this site has<br>been proposed and agreed by the council. The community is to be consulted, hence David\u2019s presence here<br>tonight. The Heritage report has provided useful information. David has also made a visit to the Primary<br>School to help generate ideas. David is looking to the CC for additional creative suggestions. David has<br>researched the locality \u2013 Farming, Fishing, Curly Tails, Grumphies, Wellies, Dry town etc. Overtown &amp;<br>Nethertown.<br>Website address for ideas etc. &#8211; www.dfwilson.co.uk<br>David will now design and present to the school pupils and then the CC.<br>Memorial Garden \u2013 Hugh Wallace<br>The application for a \u2018Licence to Work\u2019 in the name of the Community Council has now been lodged with<br>Fife Council. There have been two recent meetings identifying four main areas to tackle the task:<\/li>\n\n\n\n<li>The design and work on site<\/li>\n\n\n\n<li>Building awareness locally<\/li>\n\n\n\n<li>Fund raising<\/li>\n\n\n\n<li>The opening ceremony<br>The timeline for the above four areas requires that the work is complete by August 2025, ensuring the<br>opening will take place in November. There will be a Public Meeting held in January, when the community<br>will be advised of plans and ways in which support can be given. A further meeting is scheduled for<br>December to take things forward.<br>Heritage Collection &#8211; Hayley\/Eileen<br>Discussion regarding funding and payments\/donations to the Heritage. Marjory Ashworth confirmed that<br>there is funding available to support progress with this and a website.<br>Larder \u2013 Alison Child<br>Funding received from Fife Council for our warm space. Soup\/toast\/warm space up to March. Received<br>funding from Asda following a successful application.<\/li>\n<\/ol>\n\n\n\n<p>2<br>Floral Group \u2013 Helen Marshall<br>Brought on plugs in polytunnel and working round all the tubs.<\/p>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li>Last minutes and matters arising<br>\uf0b7 M Ashworth timed out on bank form.<br>\uf0b7 Burying ashes in the serenity garden \u2013 Cllr Dillon sought guidance from the council grounds<br>maintenance etc. and this is not permitted.<br>\uf0b7 Gully at the Dawsie overgrown and you cannot see it is there. Cllr Dillon to take this forward.<br>\uf0b7 Black car parking at church carpark \u2013 now not there.<br>The October minute was proposed by Eileen Montador and seconded by Niamh Syme.<\/li>\n\n\n\n<li>Police Matters and Report<br>No police report provided this month.<\/li>\n\n\n\n<li>Chairperson\u2019s Report \u2013 Marjory Ashworth<br>\uf0b7 Complaints about speeding in Abercrombie and St Monans. M Ashworth to email police.<br>\uf0b7 Enquiry re room at the library for Heritage collection. M Ashworth to email Mary Henderson<br>regarding this.<br>\uf0b7 Idea to hold a Community Sing in the Auld Kirk building? No response as yet from the Church Kirk<br>Session.<\/li>\n\n\n\n<li>Treasurer\u2019s Report \u2013 as per that read at AGM<\/li>\n\n\n\n<li>Secretary\u2019s Report \u2013 Eileen Montador<br>\uf0b7 Shared Life Fife \u2013 offer of presentation to CCs. Looking to arrange dates in 2025\/2026 regarding<br>care provision<br>\uf0b7 Email received Thursday 21 st November \u2013 blood donations at the town hall.<br>\uf0b7 Email from Mr Morkis regarding Mr Rush \u2013 keen to lend his support and speak to CC \u2013 to be<br>discussed.<br>\uf0b7 Received &#8211; Updated toolkit re alcohol licensing.<\/li>\n\n\n\n<li>Members\u2019 Reports<br>Morven Syme<br>\uf0b7 Planning application &#8211; Certificate of lawfulness &#8211; 4 East Street \u2013 to use as a short term let.<br>\uf0b7 Planning application- Certificate of lawfulness &#8211; Bass Rock Business Park \u2013 application for<br>restaurant\/caf\u00e9<br>Mervyn Blank<br>\uf0b7 idea suggested regarding payments for the Heritage donations.<\/li>\n\n\n\n<li>Councillors\u2019 Reports<br>Cllr Alycia Hayes<br>\uf0b7 The council will not be placing a dog mess bin near Newark Castle as this is not practical\/feasible.<br>\uf0b7 St Monans Youth Club \u2013 46% increase in numbers \u2013 over 10 people going each week.<br>\uf0b7 Welfare support worker going to Community Larder to assist people re entitlements etc.<br>\uf0b7 Climate action \u2013 if concerned please make them known via link<br>https:\/\/www.fife.gov.uk\/kb\/docs\/articles\/environment2\/climate-change,-carbon-and-energy<br>\uf0b7 Caf\u00e9 Inc \u2013 Fife Council feeding people during the Easter, Summer and October holidays. East Neuk<br>get sandwiches and not the hot meals provided in other areas. Poor system in East Neuk involving<br>people having to travel to different villages on different dates for lunch. To compensate for this<br>poor, unfair system, if anyone is running a holiday club in the East Neuk villages, the council will<br>provide funding for lunches.<\/li>\n<\/ol>\n\n\n\n<p>Cllr Sean Dillon<br>\uf0b7 Manse Place Bus Stop:<\/p>\n\n\n\n<p>3<\/p>\n\n\n\n<p>After a long delay, it has been confirmed that the materials for the new bus stop are<br>currently on order and will be installed soon. As soon as a clear timescale has been given,<br>the Community Council will be informed.<br>\uf0b7 Path Between Queen Margaret Street &amp; Burnside Drive:<br>Due to issues with the developers, the construction of a path between Queen Margaret<br>Street and Burnside Drive has been delayed until next summer. As a temporary solution, I<br>have written to the Roads and Transportation Service to request that a gravel path be put in<br>place over the winter to prevent the mud path that has been created from becoming a bog.<br>\uf0b7 Streetlighting:<br>I have received several complaints regarding the lack of streetlights in St Monans and wrote<br>to Scottish Power who informed me that engineers would be out in the coming days to<br>resolve the issue.<br>\uf0b7 X60 Bus Service:<br>The 27 th of October marked 90 days since Stagecoach implemented their decision to stop<br>serving several bus stops throughout the East Neuk. At the time, they promised to review<br>the situation after 90 days, therefore, I have written to them to remind them of this and again<br>requested that at least some of the bus stops that are no longer served by the X60 are<br>reinstated. I await a response but will share it as soon as it is received.<br>\uf0b7 Sink hole in East Shore is to be filled in soon.<br>Cllr Fiona Corps<br>\uf0b7 Regarding complaints made about bollards at top shop, an assessment has been carried out and<br>more traffic calming items are to come. Discussion re parking habits of people visiting hairdresser,<br>parking of the shop van while children are trying to cross the road etc. Fiona Corps to take forward.<br>\uf0b7 Damage to coastal path at Ardross \u2013 people diverted to main road. Coastal erosion &#8211; funding is an<br>issue and negotiations are ongoing. Also, we don\u2019t know what this winter will bring.<br>\uf0b7 Fife Council are preparing their new local development which is to be called \u201cThe Fife Place Plan\u201d<br>Consultation portal \u201cPlace Matters\u201d starting now until end of February. Eileen sending email about<br>this.<\/p>\n\n\n\n<ol start=\"14\" class=\"wp-block-list\">\n<li>Public Questions<br>\uf0b7 Street lighting issue &#8211; noted.<br>\uf0b7 Problem in Braehead with parking impacting refuse vehicles turning, possible emergency vehicle<br>access \u2013 Cllr Dillon to take this forward in the New Year.<\/li>\n\n\n\n<li>AOCB<br>\uf0b7 Annual Burns Supper \u2013 8 th February 2025 in the Town Hall. Volunteers and speakers welcome.<\/li>\n\n\n\n<li>Close\/date and time of next meeting<br>The next meeting will be held on Monday 20 th January 2025 at 7.00\/7.15 pm.
