MONANS AND ABERCROMBIE COMMUNITY COUNCIL<\/u><\/strong><strong><u><\/u><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Minute of the ordinary general meeting,<\/strong> <strong>held in the Church Hall, Station Road on<\/strong> <strong>Monday 15<sup>th<\/sup> June 2026 at 7.30 pm<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td colspan=\"2\"><strong>Present:<\/strong><\/td><td>Marjory Ashworth (Chair), Suzy Cheong (Vice Chair), David Robertson (Treasurer), Katy Gall, Peter Peddie, Cllr Alycia Hayes, Diane Martin (Minute Secretary) <strong>&nbsp;<\/strong><\/td><\/tr><tr><td colspan=\"2\"><strong>Apologies:<\/strong><\/td><td>Eileen Montador (Secretary) &nbsp;<\/td><\/tr><tr><td colspan=\"3\"><strong>&nbsp;<\/strong><\/td><\/tr><tr><td colspan=\"3\"><strong>Members of the public: 7<\/strong><\/td><\/tr><tr><td colspan=\"3\"><strong>&nbsp;<\/strong><\/td><\/tr><tr><td><strong><\/strong><strong>&nbsp;<\/strong><\/td><td colspan=\"2\"><strong>Welcome and apologies<\/strong> Marjory Ashworth welcomed everyone to the meeting. Apologies were received and recorded. &nbsp;<\/td><\/tr><tr><td><strong>2.<\/strong><\/td><td colspan=\"2\"><strong>Declarations of interest<\/strong> There were no declarations of interest. &nbsp;<\/td><\/tr><tr><td><strong>3.<\/strong><\/td><td colspan=\"2\"><strong>Reports from Community Groups<\/strong> \u00a0 <br><strong>Floral Group \u2013 Katy Gall<\/strong> Ongoing work by the group including replacing tubs, planting out plug plants etc.\u00a0 \u00a0 <br><strong>SMAKE \u2013 Peter Peddie<\/strong> Lottery heritage funding of \u00a3115,000 received. Part of this funding has enabled the appointment of three consultants- 1. Community led training and activities consultant 2. Interpretation and delivery consultant 3. Evaluation consultant.\u00a0 \u2018All consultants\u2019 meeting will be held on 25<sup>th<\/sup> June. The history and heritage of the Kirk is very important and the consultants will do all they can to expand on this and take this to the local community. \u00a0 <br><strong>Pools &amp; Pans \u2013 Peter Peddie<\/strong> Collection box \u2013 someone tried to break into this but did not succeed. \u00a0 <br><strong>Heritage \u2013 Marjory Ashworth<\/strong> Concern that there is no fire extinguisher in the building and Marjory Ashworth will approach the local brigade for advice. <strong>\u00a0<\/strong><\/td><\/tr><tr><td><strong>4.<\/strong><\/td><td colspan=\"2\"><strong>Last minutes and matters arising<\/strong> <strong>&nbsp;<\/strong> No police reports from now on.&nbsp; Marjory Ashworth has emailed the police to invite them to the meetings. &nbsp; <strong>The May minute was proposed by Peter Peddie and seconded by Katy Gall.<\/strong> &nbsp;<\/td><\/tr><tr><td><strong>5.<\/strong><\/td><td colspan=\"2\"><strong>Police Matters and Report<\/strong> Contact email address: <a href=\"mailto:eastneuklandwardCPT@scotland.police.uk\">eastneuklandwardCPT@scotland.police.uk<\/a> Cllr Hayes has requested a meeting with the local commander to discuss the visibility of the police in the community. Marjory Ashworth commented that the council have spent all the money changing the speed limits, but the police don\u2019t have time to police this.&nbsp; Meanwhile the missing road signage in the area remains outstanding. &nbsp;<\/td><\/tr><tr><td><strong>&nbsp;6.<\/strong><\/td><td colspan=\"2\"><strong>Chairperson\u2019s Report \u2013 Marjory Ashworth<\/strong> Contact was made with Fife Council re request for a bench on Queen Margaret St \u2013 referred to housing department.&nbsp; Bench likely to be free.Flowers at Pathhead still need a couple of extra weeks.&nbsp; Hanging baskets will be red tones this year.Katy, Eileen and Marjory recently visited the primary school and selected the school captains and vice captains and prefects.&nbsp; &nbsp;<\/td><\/tr><tr><td><strong>&nbsp;7.<\/strong><\/td><td colspan=\"2\"><strong>Treasurer\u2019s Report \u2013 David Robertson\u00a0<\/strong> <strong>Heritage \u2013 \u00a35321.53 <\/strong>Outstanding issues with gas and electric bills for the Heritage. Continues to be exchanges with the companies but still not resolved.<br><strong>Floral Account<\/strong> <strong>\u2013 \u00a33379.44<\/strong> finalising donations list<br><strong>Memorial <\/strong>\u2013 <strong>\u00a33996.23<\/strong> balance<br><strong>Cash flow account <\/strong>&#8211; \u00a31346.17<br><strong>NNG fund<\/strong> &#8211; Given approval to start issuing this following receipt of successful applications etc.\u00a0 Application forms will be available from CC members. \u00a0<\/td><\/tr><tr><td><strong>8.<\/strong><\/td><td colspan=\"2\"><strong>Secretary\u2019s Report <\/strong><strong><\/strong> Email received from Lochgelly CC who are very concerned about the proposed data centre beside them.&nbsp; Alerting others about this building which will support AI.&nbsp; This will be a large site, positioned adjacent to a small community. Comments on planning portal by Sunday 21<sup>st<\/sup> June \u2013 Planning Reference available.&nbsp; Apparently already 400 objections on the portal therefore likely to be over 2 years before a decision being made on this application.Email received re planning decisions.&nbsp; Cllr Hayes explained that Fife Council are looking to make alterations to the current structure to change from 2 to 1 Fife wide planning committee.&nbsp; Concerns about the possible reduction in quality of decisions made.&nbsp; Objections have resulted in this being withdrawn and shouldn\u2019t be discussed for at least another year. &nbsp;<\/td><\/tr><tr><td><strong>9.<\/strong><\/td><td colspan=\"2\"><strong>Members\u2019 Reports <\/strong><strong><\/strong> <strong>Katy Gall \u2013 Planning<\/strong><strong><\/strong> 38 East Street installation of a replacement door and light<strong><\/strong> &nbsp;<\/td><\/tr><tr><td><strong>10.<\/strong><\/td><td colspan=\"2\"><strong>Councillors\u2019 Reports <\/strong><strong><\/strong> <strong>Cllr Hayes<\/strong><strong><\/strong> At the full council meeting on Thursday Cllr Hayes will be bringing a motion regarding the security of primary schools in the Fife Council estate.&nbsp; Concerns about pupils leaving schools and no one knowing about this.&nbsp; Proposing a review of the entire FC estate.Questions re new iPads provided to every child.&nbsp; Concerns about pupils seeing inappropriate content and signing up to inappropriate games.&nbsp; Security? Housing issue.&nbsp; Current crisis and shortage of social housing in East Neuk. Costs of building a council house now \u00a3250,000 which makes building unaffordable.&nbsp; Cost of buying back in the East Neuk is very expensive too.&nbsp; Seaweed in the harbour \u2013 20\/5 response received \u2013 apparently the job was started but the machine broke down.New powers for CCs \u2013 no change to CC funding.&nbsp; Move to Parish Council model discussed \u2013 but there is little support for this.&nbsp; At the moment there is not a full complement of CC members on most of the CCs in the area.&nbsp; Also, little support for local events.FC heading to banning mobile phones in schools <strong>&nbsp;<\/strong><\/td><\/tr><tr><td><strong>11.<\/strong><\/td><td colspan=\"2\"><strong>Public Questions<\/strong> 4 years ago, Queen Margaret Street was supposed to be resurfaced \u2013 nothing has happened and it is currently in a poor state.&nbsp; Cllr Hayes to visit and review.Did get double yellow lines outside the Heritage but a local person continues to park here. Cllr Hayes requests a photo and will take this forward.Speeding in both villages \u2013 to be highlighted to the police by Cllr Hayes. &nbsp; &nbsp;<\/td><\/tr><tr><td><strong>12.<\/strong><\/td><td colspan=\"2\"><strong>AOCB<\/strong> Nothing to report &nbsp;<\/td><\/tr><tr><td><strong>13.<\/strong><\/td><td colspan=\"2\"><strong>Close\/date and time of next meeting<\/strong> There will be no meeting in July.
