Minute of the ordinary general meeting,<\/strong> held in the Church Hall, Station Road on<\/strong> Monday 17th<\/sup> August 2026 at 7.30 pm<\/strong><\/p>\n\n\n\n

Present:<\/strong><\/td>Marjory Ashworth (Chair), Suzy Cheong (Vice Chair), David Robertson (Treasurer), Eileen Montador (Secretary), Katy Gall, Cllr Alycia Hayes, Diane Martin (Minute Secretary)  <\/strong><\/td><\/tr>

<\/strong> <\/strong><\/td>Welcome and apologies.<\/strong> Marjory Ashworth welcomed everyone to the ordinary meeting which followed the AGM meeting. Apologies were recorded.  <\/td><\/tr>
2.<\/strong><\/td>Declarations of interest –<\/strong> There were no declarations of interest.  <\/td><\/tr>
3.<\/strong><\/td>Reports from Community Groups<\/strong>  <\/strong> Heritage<\/strong> 31% increase in visitors this year Floral Group \u2013 Katy Gall<\/strong> Thanks to support from villagers with watering etc.  The group has been tidying and watering the various gardens throughout the village.  The number of visitors to the Welly Boot garden is quite amazing. SMAKE \u2013 Marjory Ashworth<\/strong> Church is open every day.  Getting a huge number of visitors and receiving lots of donations \u00a320-\u00a340 per day. Arts Festival \u2013 Helen Marshall<\/strong> This year\u2019s brochure was made available to the meeting.  Query regarding the opening of the Heritage at the festival. The caf\u00e9 will be open as usual, and the festival team are looking for volunteers for baking and to assist in the caf\u00e9.  This year there have been lots of entries for the creative writing competition, which is new for 2026. Larder \u2013 Alison Child<\/strong> The larder is closing on Friday 28th<\/sup> August 2026<\/strong>.  The current team are stepping back and there have been no nominations for replacement.  Hayley has carried out a survey and, although people are willing to help, no one is willing to take on the responsibility of actually running the Larder.  Thanks, and appreciation were extended to all the people who have been involved in the Larder over the years.   The social aspect of the larder will be missed.  <\/strong><\/td><\/tr>
4.<\/strong><\/td>East Neuk Veterinary clinic<\/strong> Wants to be more involved in the Community. Eileen will report back in due course.  <\/td><\/tr>
5.<\/strong><\/td>Last minutes and matters arising<\/strong> Seat for Queen Margaret St.  Email received just after the last meeting, but no bench has yet been provided.  The June minute was proposed by Katy Gall and seconded by David Robertson.<\/strong>  <\/td><\/tr>
6.<\/strong><\/td>Police Matters and Report<\/strong> Contact email address: eastneuklandwardCPT@scotland.police.uk<\/a>  (not for emergencies) Helen was not able to attend this meeting but will hopefully attend the next.  <\/td><\/tr>
 7.<\/strong><\/td>Chairperson\u2019s Report \u2013 Marjory Ashworth<\/strong> Nothing to add to the comments made at the AGM.New members always welcome to fill the 4 vacancies on the council.  <\/td><\/tr>
8.<\/strong><\/td>Treasurer\u2019s Report \u2013 David Robertson<\/strong>   Cash Flow Account<\/strong> Cash Flow (Community Council Funds) – \u00a3877.20   Memorial garden<\/strong> Previous balance \u2013 \u00a32,332.61 Received – \u00a33,920.87 \u2013 Fife Council \u2013 Crown estate fund. Spent – \u00a31646.60 \u2013 Deposit for bench Available to spend as of 05.08.2026 – \u00a34,607.40   NNG Account<\/strong> has now been activated & granted. Awaiting funds \u2013 Applications now open.   Floral Account<\/strong> Previous balance \u2013 \u00a32,882.49 Donations – \u00a3160.00 Spent – \u00a348.00 Available to spend as of 05.08.2026 \u2013 \u00a32,994.49   Heritage Account<\/strong> Previous balance – \u00a33,515.65 Spent \u2013 Business Stream – \u00a3472.28 Available to spend as of 05.08.2026 – \u00a33,043.37   Gas and Electricity accounts<\/strong> \u2013 ongoing \u2013 Katy Gall No gas in the Heritage and account now closed.Electricity \u2013 EDF meter installed but receiving British Gas bills.  Awaiting response.  Contacted EDF to ask for their bill.  Apparently, Fife Council have been paying the previous invoices.  <\/td><\/tr>
9.<\/strong><\/td>Secretary\u2019s Report \u2013 Eileen Montador<\/strong> Limited report as no Wifi available in the church hall this evening. Communications re possible changes to the planning – Alycia confirmed nothing happening at the moment.The honouring of a Polish General \u2013 CC invited to attend 28\/8\/26 & 29\/8\/26 to various events.Provost recognition award 2026 \u2013 nominations to FC by 18\/10\/26 \u2013 EM will provide link.Climate leadership opportunity for young people in our communityBad odour from the bins for Craig Millar restaurant.  Public health issue. Issue with parking on double yellow lines\/road access, parking on the harbour wall side\/no enforcement of people parking on double yellow lines<\/strong>.  ENVA vehicle has been coming every fortnight rather than weekly. Also concerns re access of emergency vehicles.  Police to be contacted regarding this by MA.  Cllr Hayes also making contact with relevant council departments.  MA also to speak to Craig Millar.  Details of untaxed parked cars can be reported via Cllr Hayes.Query re how the CC would feel about a pub being opened in the village (downstairs in the previous Mayview) \u2013 enthusiastic positive response from all at the meeting!  <\/td><\/tr>
10.<\/strong><\/td>Members\u2019 Reports<\/strong> Katy Gall<\/strong> 35 George Terrace \u2013 erection of a domestic garden room1 East Shore \u2013 fences, gates and patioWest End \u2013 replacement pan tiles.      <\/td><\/tr>
11.<\/strong><\/td>Councillors\u2019 Reports<\/strong> Proposed planning changes mentioned at the June meeting will now not take place.Successful motion to Council asking for full inspection of primary schools re security, especially for children with additional support needs.Further to previous Council letter to CC, lights & hanging baskets can now be hung on streetlamps.Well done and congratulations to all involved in the Sea Queen day.  Pool and Pans Group \u2013 meeting with Council to ask for funding required.  Gabion baskets at Rose Street carpark are breaking down.  Paper presented at a FC cabinet meeting last week, proposing that schools close at 9pm (focussed on schools) However, it is also proposed that St Monans Town Hall will not be open beyond 9pm.  Motivation to save money on wages?  FC will not carry out this without consultation. Concerns raised about the various events which take place at our local Town Hall which go on beyond 9pm.Roads maintenance at a standstill.   Also, very behind with applications for disabled car parking spaces and blue badges.  Staffing crisis at the council.  <\/td><\/tr>
12.<\/strong><\/td>Public Questions<\/strong> Station Road \u2013 it has been 10 weeks since it has been swept and there are weeds all over town.            Cllr Hayes advised council policy is \u2018cutting back and spraying\u2019 twice during the growing season.  Also, the Dossie is getting narrower and narrower due to overgrowth over the gully.Dumping of cars and vans on Muir Home land.  Suzy Cheong to contact Muir Homes.Van next to the Serenity Garden \u2013 this is a work in progress due to difficulty getting parts.  <\/td><\/tr>
13.<\/strong><\/td>AOCB<\/strong> MA asked by Floral Group if the CC\u2019s PLI covers the volunteers.  MA contacted council but has had no response.Question – Patch of land on corner of Miller Terrace\/Forth Street – could it be upgraded\/improved?  It is currently used as a carpark\/untaxed cars\/boat\/camper van\/no signage to coastal path\/lot of dog mess.  MA advised that this land is common good land owned by the village but maintained by the council.  A discussion followed about the history of this space and concerns were raised about who would pay to upgrade\/who would maintain the upgraded area? Question \u2013 wall at this site is in a state of disrepair.  Cllr Hayes advised a group would need to raise    the request.  MA advised that, as a start, we could try to get untaxed \/unsightly vehicles removed. David Robertson advised of the process for instigating change in this area.  <\/td><\/tr>
14.<\/strong><\/td>Close\/date and time of next meeting<\/strong> The next meeting will be on Monday 21st<\/sup> September at 7.30 pm.<\/strong> Marjory Ashworth thanked everyone for their attendance and brought the meeting to a close.  <\/strong><\/td><\/tr>
