3.<\/span>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Presentation by Samantha Gillespie, Bield Tenancy Sustainment Officer<\/span><\/span><\/span><\/h3>\n

S Gillespie gave a brief talk.\u00a0 Bield Housing has housing schemes for older people in East Fife including retirement houses in St Monans.\u00a0 S Gillespie explained that her job was to help tenants sustain their tenancy; to try to improve community engagement and prevent social isolation for their tenants.\u00a0 A creative activity group has been set up within Bield which has meetings with tenants to ask them what they want to do.\u00a0 The tenants have come up with fantastic ideas, and this year they are going to do a mosaics project at the Arts Festival.\u00a0 <\/span><\/span><\/p>\n

S Gillespie intimated that they applied for a small grant from within Bield and had been successful.\u00a0\u00a0 They are doing a workshop with their tenants to get them interested, and are going to ask the community to get involved in putting pieces of mosaics together.\u00a0 <\/span><\/span><\/p>\n

Bield Housing were going to ask the community for permission to install the mosaics in St Monans.<\/span><\/span><\/p>\n

A Anderson advised to approach Fife Council with this request.<\/span><\/span><\/td>\n

\u00a0<\/span>S Gillespie explained that Bield has a bigger plan, involving other communities in East Fife, and hoped to make up a map and ask the community where they would want the mosaics installed.<\/span><\/span>When asked by R Craib, whether this question should be posed to the community during the Arts Festival, S Gillespie agreed.<\/span><\/span>Cllr Riches stated that, if it was decided that the mosaics should be installed in the conservation area, the appropriate permission would have to be sought.<\/span><\/span><\/p>\n

S Gillespie said that there was likely to be a series of 3 mosaics produced and when asked about size suggested that it would be nice if there was a larger one (about 2 ft x 1 ft).<\/span><\/span><\/p>\n

There were some suggestions regarding where the mosaics should be sited, and it was decided that the Community Council will produce a list of suitable sites for the mosaics, prior to the Arts Festival, so that the community could be consulted during the Arts Festival.\u00a0 Community Council members to send ideas regarding siting of the mosaics to R Craib.<\/span><\/span>\u00a0<\/span><\/p>\n

Samantha Gillespie will send ideas of Biel residents to R. Craib.<\/span><\/p>\n

4.<\/span>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Last Minutes and Matters Arising<\/span><\/span><\/span><\/h3>\n

4.1(4.5)\u00a0\u00a0 Regarding the questions related to the proposal to purchase and install a railing for the Plerick, V Salvage stated that she has not had any communication from I Barbour.\u00a0 V Salvage to contact I Barbour again.<\/span><\/span><\/td>\n

\u00a0<\/span>4.2(9.1)\u00a0\u00a0 Regarding the possible upgrading of the road behind Miller Terrace, Cllr MacG had heard from Ross Walker.\u00a0 Two sections of unmarked track were in poor condition.\u00a0 Cllr MacG said that he had contacted housing.<\/span><\/span>A resident said that the road does not get any better and is used on a daily basis by large refuse vehicles.\u00a0 He went on to say that there will come a time when it will not be able to be used, and asked the Community Council how to move this forward; and also asked if the Community Council saw this as a valid request.<\/span><\/span>R Craib suggested that after the Community Council received a reply from housing they might have a better idea of how to answer the resident\u2019s question.<\/span><\/span><\/p>\n

A discussion followed regarding what might be required to improve the road.\u00a0 Gravel chips were suggested as a solution, but it was thought that these could just disappear.\u00a0\u00a0\u00a0\u00a0 The resident pointed out that all access takes place to the rear of the Terrace.\u00a0 <\/span><\/span><\/p>\n

A further discussion took place confirming that the land was common ground.\u00a0 <\/span><\/span><\/p>\n

A Anderson suggested that the Community Council should find out the cost.<\/span><\/span><\/p>\n

M Ashworth said that the cost would depend on what it is wanted to be used for; and that the Council heavy vehicles use it.<\/span><\/span><\/p>\n

A Anderson replied that it needs to be substantial.<\/span><\/span><\/p>\n

Cllr MacG stated that he would go to the Common Good person to find out if money is available, then approach Dr Bob McLellan the Chair of Environmental Services, to ascertain cost.<\/span><\/span><\/p>\n

\u00a0<\/span>4.6<\/span>\u00a0\u00a0 <\/span>(9.7) W Buchan intimated that he had spoken to Alan Bisset and some of the young people regarding the proposed skatepark improvements.\u00a0 W Buchan suggested that there was a need for improvement as ramps need to be taken down as they are dangerous when damp and rivets are coming out.\u00a0 A plan of the new skatepark was produced and an estimated cost of \u00a395,000 was mentioned.\u00a0 Alan Bisset is going to see what funds he can get from the Council, possibly from the Olympic Legacy.<\/span><\/span>Cllr Riches suggested that the young people need to do some fundraising, and that it would be good to get them involved.<\/span><\/span>W Buchan said that the young people had explained the plan to him.\u00a0 There was discussion saying how well the skate park was used and of the benefits to the young people who used it.<\/span><\/span><\/td>\n\u00a0<\/span>W Buchan<\/span><\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

\u00a0<\/span>9.2<\/span>\u00a0\u00a0\u00a0\u00a0 A question was asked about the railing down the Plerick.\u00a0 V Salvage advised that Iain Barbour said that Fife Council would not pay for it, but would give us a costing.<\/span><\/span><\/span><\/td>\n\u00a0<\/span><\/td>\n<\/tr>\n

\u00a0<\/span>9.7<\/span>\u00a0\u00a0\u00a0\u00a0 It was reported that refuse vehicles were observed going from East Street to Virgin Square – going the wrong way up the one-way system.\u00a0 W Buchan commented that there was no excuse for this as there is signage there.\u00a0 A Anderson advised to report this if it happens again.<\/span><\/span><\/span>A resident suggested that the refuse vehicle may have resorted to this due to parked cars causing difficulties in getting access; and went on to say that vehicles had problems getting round the corner in many streets due to parked cars.<\/span><\/span>\u00a0<\/span><\/td>\n\u00a0<\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n

\u00a0<\/span>10.2<\/span>\u00a0 A Anderson and R Craib discussed some thefts, vandalism and drinking of young people in the village, and also stated that young people had caused the alarm to go off on the defibrillator.<\/span><\/span><\/td>\n\u00a0<\/span><\/td>\n<\/tr>\n
