Fife Council is trying to \u00a0 promote the partnership aspect of this between local Communities and Fife \u00a0 Council, for example when there is severe weather Fife Council can keep in \u00a0 contact to find out what each local community are doing<\/p>\n<p>M Ashworth said that when there is a problem in Abercrombie such as a \u00a0 power cut, because it is smaller they know who the vulnerable people \u00a0 are.\u00a0 Vulnerable people will be more \u00a0 difficult to identify in larger villages like St Monans<\/p>\n<p>D Potter agreed and added that someone who is not usually vulnerable \u00a0 may become vulnerable, and went on to say that we need to build community \u00a0 intelligence.\u00a0 What you need is people \u00a0 strategically placed round the community eg Postmaster, shopkeeper who might \u00a0 know someone who might need assistance.<\/p>\n<p>There was discussion regarding whether an appeal to people who would \u00a0 be willing to be part of a group \u2013 to make up the Emergency Team &#8211; should be \u00a0 put in the \u201cLoaves and Fishes\u201d.<\/p>\n<p>D Potter replied that as well as a list of those in the Community \u00a0 Emergency Team, it would be useful to consider having eg a stockpile of \u00a0 shovels, etc.\u00a0 D Potter also said that \u00a0 Fife Council had a 24\/7 emergency number.<\/p>\n<p>Cllr Riches added that the Communities do not have to do this from \u00a0 scratch.\u00a0 Leslie has already done this \u00a0 and it may be possible to make up a template from their Plan.\u00a0 Leslie has a website and a Twitter \u00a0 feed.\u00a0 Others, eg Kettle may only have \u00a0 the Plan published within Fife Council.<\/p>\n<p>D Potter thanked the Community Council for inviting him to the \u00a0 meeting.<\/p>\n<p>&nbsp;<\/p>\n<p>A Anderson asked to get an article in the \u201cLoaves and Fishes\u201d, \u00a0 posters in shops, local businesses, Post Office and library.<\/p>\n<p>In response to R Craib\u2019s question it was clarified that in the first \u00a0 instance people who were interested in joining the Community Emergency Team \u00a0 should email <a Arising<\/b>4.1(4.2)\u00a0 Cllr Macgregor \u00a0 intimated that Donald \u00a0replied to him \u00a0 with an email, about the road behind Miller Terrace, regarding if it could be \u00a0 improved so that vehicles could use it.\u00a0 \u00a0 Due to the threshold levels, it is not possible to overlay the \u00a0 existing track.\u00a0 The work needs to be \u00a0 excavated.\u00a0 The estimate would be \u00a0 \u00a330,000 including soiling works.\u00a0 \u00a0 However the email suggested it would not require drainage \u2013 as it \u00a0 would drain onto the grass.Cllr Macgregor suggested that the question was whether the Community \u00a0 Council wished to find ways of doing this.<\/p>\n<p>A Anderson suggested that one worry was that they are not proposing \u00a0 to put any drainage in \u2013 and the grassland could get quite soggy.<\/p>\n<p>A Anderson asked if there were any opportunities for funding.<\/p>\n<p>Cllr Macgregor did not see Fife Council coming up with the money for \u00a0 this work, and suggested that the Community Council should consider whether \u00a0 it wanted to go ahead with this.<\/p>\n<p>E Hughes reminded the CC that the bin lorries do use it on a weekly \u00a0 basis, and W Buchan suggested that if the Council are giving out Wheelie Bins \u00a0 then the road should be put right by the Council.<\/p>\n<p>A Anderson asked if there was any alternative to paying for the \u00a0 disposal of the excavation as it is the costs of putting it into landfill \u00a0 that amounts to more than half the cost.<\/p>\n<p>A Anderson went on to suggest that the first thing to do was to \u00a0 engage with local residents to check if they have any concerns, then go back \u00a0 to the Council to see if they have any money, but the CC can also see if they \u00a0 can reduce the costs.\u00a0 Some residents \u00a0 may wish to contribute.\u00a0 We could have \u00a0 preliminary discussion with local landowners to see if they would be willing \u00a0 to take some of the excavation.<\/p>\n<p>R Craib to make a notice to go through the doors of the people at \u00a0 Miller Terrace and invite them to the next Community Council Meeting.<\/p>\n<p>M Ashworth to have valign=\"top\" width=\"463\">4.3(9.7)\u00a0 P Copland reported \u00a0 that he had had no response from Stuart Goodfellow.\u00a0 Regarding the degradation of the road in Hope \u00a0 Place, a letter has been received which suggested that a more permanent type \u00a0 of repair is required.\u00a0 However the \u00a0 funding for this type of repair for this year has been allocated, and it is \u00a0 that there were problems regarding the defibrillators because of \u00a0 vandalism.\u00a0 When Gillian Duncan came \u00a0 round they realised that there was damage to the cabinets and also realised \u00a0 that guardians had not been issued with their packs.\u00a0 Packs have now been given out to the new \u00a0 guardians and defibrillators repaired.<\/td>\n<td valign=\"top\" below what was needed to get \u00a0 Gold for Beautiful Scotland and commented that a full 1% had been deducted \u00a0 because Fife Council cut the grass on Braehead, removing the wild flower \u00a0 Secretary suggested that this could cause difficulties of \u00a0 interpretation.A Anderson suggested that Minutes should only be submitting to the \u00a0 paper for printing if there was an important point to be conveyed.<\/p>\n<p>V Salvage suggested that the CC should ask the newspaper to print a \u00a0 note saying where the minutes can be found, and giving the time of the next \u00a0 meeting.<\/p>\n<p>It was suggested that when submitting the note to the newspaper \u00a0 following this meeting a request for Community Emergency Team volunteers \u00a0 could be added.<\/td>\n<td possibility of moving \u00a0 telephone pole to allow access for the crane at the gap site in the West End.<\/td>\n<td valign=\"top\" width=\"118\"><\/td>\n<\/tr>\n<tr>\n<td valign=\"top\" width=\"463\"><b>9 \u00a0Public Questions<\/b>9.1\u00a0 There was discussion \u00a0 regarding Estate Agents putting up signs and arrows.Cllr Macgregor commented that they were not allowed to put signs on \u00a0 lampposts.\u00a0 He suggested that It would \u00a0 be possible to contact enforcement officers to ask for removal of signs, but \u00a0 that contacting Transportation may have a faster response.<\/td>\n<td valign=\"top\" width=\"118\"><\/td>\n<\/tr>\n<tr>\n<td valign=\"top\" width=\"463\">9.2\u00a0 T Hughes said that he had \u00a0 been asked by Fife Council to remove the chain which attached his hotel sign \u00a0 beside the main road at the top of the village because it was against the \u00a0 Road Traffic Act.\u00a0 He removed the \u00a0 chain.\u00a0 The next Sunday two Fife \u00a0 Council staff came to see him to say that they had taken the appropriate sign \u00a0 down and had tipped the other sign into a ditch.\u00a0 He advised the Fife Council staff that it \u00a0 was not causing any obstruction, that it had been there for over 10 years, \u00a0 and that he would put it up again.\u00a0\u00a0 He \u00a0 was advised that it would be removed and would result in a fine of \u00a3100.\u00a0 A person who comes to the hotel saw the \u00a0 sign in the ditch and put it back up in its place.\u00a0 On Tuesday a Fife Council vehicle came and \u00a0 took it away.Apparently they also removed \u00a0 the SPAR sign.T Hughes tried to establish who was responsible for the decision but \u00a0 despite speaking to senior staff was unable to find anyone who was willing to \u00a0 admit to knowing anything about the decision.<\/p>\n<p>T Hughes suggested that similar action had not been taken in Elie and \u00a0 Anstruther, as he had seen various signages which had not been removed.<\/p>\n<p>Cllr Riches commented that in St Andrews there had been a \u00a0 considerable problem caused by a proliferation of \u2018A\u2019 Boards, and that a \u00a0 decision had been taken to remove them there.\u00a0 \u00a0 There was a complaint from St Andrews businesses that they had been \u00a0 targeted unfairly, as other places in the area had not been asked to remove \u00a0 their \u2018A\u2019 Boards.<\/p>\n<p>Cllr Macgregor said that the process of trying to get rid of \u2018A\u2019 \u00a0 Boards started several years ago, and that a decision had been taken that \u00a0 Fife Council would contact all business where such signs were in a dangerous \u00a0 position and\/or were fixed to lampposts and fences.<\/p>\n<p>T Hughes added that in Elie and Anstruther \u2018A\u2019 Boards are still \u00a0 displayed, but now they are propped up against the wall.<\/p>\n<p>Cllr Riches said that all the villages have been visited, so the \u00a0 intention is that everyone has been treated the same.<\/p>\n<p>There was discussion regarding the importance of signs such as the \u00a0 hotel sign and the sign for the Windmill in a small village like St Monans, \u00a0 particularly due to the valuable contribution such businesses make to the \u00a0 community.<\/p>\n<p>A Anderson said that the Community Council are keen for local \u00a0 businesses to be supported (if there is no obstruction to the footpath), as \u00a0 ultimately the village survives through tourism, and some sort of signage is \u00a0 needed so that people do not just go through past the village.<\/td>\n<td width=\"463\">10\u00a0 <b>AOCB<\/b>The issue, that departments \u00a0 were not responding to notifications of lighting problems, was raised.\u00a0 A Anderson suggested that members of the \u00a0 public should report problems directly to FC but if no action is taken the CC \u00a0 would further reporting.<\/td>\n<td valign=\"top\" width=\"118\">A \u00a0 about this before the service at the War Memorial.\u00a0 R Craib asked whether it could be cleaned \u00a0 and wanted to know if the letters need to be re-done.Cllr Riches responded that Councils are responsible for some War \u00a0 Memorials.\u00a0 Cllr Macgregor will \u00a0 investigate if it is covered by FC\u2019s War Memorial fund.<\/td>\n<td valign=\"top\"
