Minutes <\/strong>of the Ordinary Meeting of the Burgh of St Monans and Abercrombie Community Council <\/strong>held on Monday 21st<\/sup> December 2015 at 7.30pm.<\/p>\n <\/p>\n Present:<\/strong><\/p>\n Peter Copland, Vicki Salvage, George Brown, Bill Buchan, Vic Bland, Peter Peddie, Ena Hughes, Marjory Ashworth and Cllr Elizabeth Riches.<\/p>\n <\/p>\n 1 Welcome and Apologies<\/strong><\/p>\n P Copland opened the meeting.<\/p>\n Apologies: Cllr D McGregor, Brenda Allan, Elaine Porteous.<\/p>\n 5 members of public.<\/p>\n <\/p>\n 2 Declarations of Interest<\/strong><\/p>\n None<\/p>\n <\/p>\n 3 Last Minutes and Matters Arising<\/strong><\/p>\n 3.1 (3.3) <\/strong>A meeting was held between members of the CC and Scottish Water. Vicki Salvage, Cllr J Docherty and Graham Hughes attended.\u00a0 Bill Buchan and M Ashworth were not notified of change of venue. Scottish Water have offered to put a tracer on the water.\u00a0 Cllr Docherty to communicate with Scottish Water in January 2016.\u00a0 Tests to be done on water on Rose Street before next meeting.<\/p>\n <\/p>\n 3.2 (3.6) <\/strong>Some money for the Old Folks Treat has been donated through Ruth Mathers.\u00a0 Thanks to the person concerned.\u00a0 The CC will try and get money for the OFT from the Common Good Fund. The OFT used to be on New Years Day and families took a table.\u00a0 John McBain asked to show video and Harbour Lights to entertain.\u00a0 Proposed Dates:- 20th<\/sup> or 27th<\/sup> February 2016.<\/p>\n <\/p>\n 3.3 (3.8)\u00a0 <\/strong>Fence at Graveyard.\u00a0 M Ashworth still to contact Liz Murphy.<\/p>\n <\/p>\n 3.4 (8.3)\u00a0 <\/strong>Sewers in Queen Margaret Street running clear but there is still a smell.<\/p>\n Customer Helpline Scottish Water :-0800 0778778.\u00a0 Anyone can report a problem.<\/p>\n <\/p>\n 3.5 (8.2) <\/strong>The track at the back of Miller Terrace.\u00a0 Ian Wallace has been contacted at Fife Council by P. Preference to 6 Station Road had been indicated in an email.<\/p>\n We received a letter 8th<\/sup> December 2015 regarding the offer on 6 Station Road \u2013 the highest offer had been taken and we were not successful.\u00a0 We do not have information to know if the building is sold? \u00a0It is felt that the council have gone back on their word.\u00a0 Were they always looking for the highest bidder?\u00a0 It is questioned whether the highest offer will have benefits for residents and visitors alike.<\/p>\n George Brown suspects 8-8a West Shore will apply for a change of use into a flat.\u00a0 He reminded Councillors about plans to convert the old Feather Your Nest shop and planning threw it out.\u00a0 To lose another commercial premises would be bad, especially when there was another party interested in keeping it as commercial.\u00a0 Cllr E Riches takes note of the views.\u00a0 The CC thinks they have been mislead by Fife Council and the CC unanimously agreed. George Brown has offered to give back the only key for 8-8a West Shore, but no one has come to collect it.<\/p>\n <\/p>\n The Heritage Collection is at the mercy of Mr Arnes the property owner.\u00a0 No notice to quit has been received with a 1 year lease running from November to November.\u00a0 Cllr E Riches suggested was there any room in the Town Hall.\u00a0 Could it be a solution for storage of the collection in the cloakroom area?\u00a0 The Library has interview room Cllr E Riches to investigate this option.\u00a0 The Heritage will struggle to open in the spring because of the stuff stored there.<\/p>\n <\/p>\n 9 AOCB<\/strong><\/p>\n The council have decided to put out annual reports on the various Common Good Funds.<\/p>\n St Monans has \u00a3605,000 in total made up of:-<\/p>\n Heritable Property\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a3240,000<\/p>\n Investment\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a3264,000<\/p>\n Advance to Loans Fund \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a3111,000<\/p>\n <\/p>\n Income in Rent \u00a317,000 from Caravan Park, Bowling Green and Swallows, along with Interest and Gains from revaluation, giving a total income in year 14\/15 of \u00a337,612.<\/p>\n Out Goings are Heritage Collection and Floral Displays and grants to other organisations. Total expenditure in 14\/15 was \u00a325,636, which left a surplus of \u00a311,976.<\/p>\n <\/p>\n <\/p>\n BURGH OF ST MONANS AND ABERCROMBIE COMMUNITY COUNCIL<\/strong><\/p>\n \u00a0<\/strong><\/p>\n ENCAP has a new lead person appointed – Mia.\u00a0 She is trying to get communities interested and drawing up an action plan.\u00a0 No-one was interested in getting involved last time but it will be discussed at the January meeting as the paperwork was forgotten.\u00a0 ENCAP is looking for volunteers but there is also some paid work for a few hours per week.<\/p>\n <\/p>\n A new company COINEF has been set up to try and get fast broadband to areas not covered by BT.\u00a0 Cllr E Riches, George Brown and Mrs Marilyn Workman are involved.<\/p>\n <\/p>\n 10 Public Questions<\/strong><\/p>\n 10.1 <\/strong>A mess on the pavement at 26 Station Road after the property was painted.\u00a0 This has been reported to the owner Flora Housten.\u00a0 ER to contact council if necessary.<\/p>\n <\/p>\n 10.2 <\/strong>M Ashworth asked how long to repair streetlights?\u00a0 Cllr E Riches said 5 days.\u00a0 It was noted that a light in Miller Terrace took longer to repair and Abercrombie lamp 3 has been visited but not repaired.<\/p>\n <\/p>\n 10.3 <\/strong>A member of the public asked who put the wood around the War Memorial?\u00a0 It was David Brisland to try and keep the poppy wreaths in place.\u00a0 There are still moles in the cemetery but when reported the council said there is little change from last time they inspected it.\u00a0 It was reported that the tracked digger used to dig graves is leaving a mess on other lairs.\u00a0 Peter Copland recommended that photographic evidence should be taken by anyone who sees it.<\/p>\n <\/p>\n 10.4 <\/strong>Bill Buchan reported that 34-36 Queen Margaret Street some of the council houses had been painted.\u00a0 Rusty water was coming out of one of the overflows of the council properties and damaging private property below.\u00a0 The council never did anything to remove the marks.<\/p>\n <\/p>\n Date of Next Meeting<\/strong><\/p>\n Peter Copland thanked everyone for coming and reminded us that the next meeting will be held in the Church Hall.\u00a0 The next Ordinary Meeting will be on Monday 18th<\/sup> January 2016 at 7.30 pm in the Church Hall.<\/strong><\/p>\n
