{"id":3288,"date":"2016-12-11T11:46:51","date_gmt":"2016-12-11T11:46:51","guid":{"rendered":"http:\/\/stmonans.org.uk\/blog\/?p=3288"},"modified":"2024-07-07T22:04:38","modified_gmt":"2024-07-07T21:04:38","slug":"agm-minutes","status":"publish","type":"post","link":"https:\/\/stmonans.org.uk\/blog\/agm-minutes\/","title":{"rendered":"AGM Minutes"},"content":{"rendered":"<p><strong>Minutes<\/strong> of the <strong>Annual General Meeting of the Burgh of St Monans and Abercrombie Community Council<\/strong> held on Monday, 17 October 2016, at 7 pm.<!--more--><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Present:<\/strong><\/p>\n<table>\n<tbody>\n<tr>\n<td width=\"189\">P Copland (Chairman)<\/td>\n<td width=\"189\">V Salvage (Vice Chairman)<\/td>\n<td width=\"189\">G Brown (Treasurer)<\/td>\n<\/tr>\n<tr>\n<td width=\"189\">M Ashworth<\/td>\n<td width=\"189\">V Bland<\/td>\n<td width=\"189\">E Hughes<\/td>\n<\/tr>\n<tr>\n<td width=\"189\">B Allan<\/td>\n<td width=\"189\">Cllr E Riches<\/td>\n<td width=\"189\">Cllr D Macgregor<\/td>\n<\/tr>\n<tr>\n<td width=\"189\">I Reekie<\/td>\n<td width=\"189\">Elaine Porteous<\/p>\n<p>(Minute Secretary)<\/td>\n<td width=\"189\"><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table width=\"565\">\n<tbody>\n<tr>\n<td width=\"168\"><\/td>\n<td width=\"177\"><\/td>\n<td width=\"220\"><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Members of the public:\u00a0 8<\/p>\n<table width=\"593\">\n<tbody>\n<tr>\n<td width=\"31\"><\/td>\n<td width=\"562\"><\/td>\n<\/tr>\n<tr>\n<td width=\"31\">1<\/td>\n<td width=\"562\"><strong>Welcome and Apologies<\/strong><\/p>\n<p>P Copland welcomed everyone.<\/p>\n<p>Apologies from: W Buchan, P Peddie, S Tarvit and Cllr J Docherty<\/td>\n<\/tr>\n<tr>\n<td width=\"31\">2<\/td>\n<td width=\"562\"><strong>Declarations of Interest<\/strong><\/p>\n<p>None<\/td>\n<\/tr>\n<tr>\n<td width=\"31\">3<\/td>\n<td width=\"562\"><strong>St Monans Heritage Museum Report for 2015 \u2013 I Reekie<\/strong><\/p>\n<p>I Reekie began by thanking all the loyal band of volunteer Welcomers, whose friendliness and depth of knowledge of local history, he said, is greatly appreciated and frequently commented upon most favourably in the visitors\u2019 book.<\/p>\n<p>&nbsp;<\/p>\n<p>This year there was an increase in the number of visitors (up by 500) and donations also increased by a small amount.\u00a0 On the whole it was a good year.<\/p>\n<p>&nbsp;<\/p>\n<p>There were a great number of overseas visitors.\u00a0 Topping the overseas list were visitors from the USA, Australia and Canada; followed by Spain, France and New Zealand.<\/p>\n<p>Mr Reekie quoted some of the visitor comments:<\/p>\n<p>\u201c<em>A fascinating collection, beautifully presented, about St Monans\u2019 history.\u201d<\/em><\/p>\n<p><em>\u201cLovely to see and hear fishing history.\u201d<\/em><\/p>\n<p><em>\u201cEnjoyed the history, photos and paintings.\u201d<\/em><\/p>\n<p><em>\u201cWonderful collection of photographic history.\u201d<\/em><\/p>\n<p><em>\u201cVery informative displays.\u201d<\/em><\/p>\n<p><em>\u201cSuperb.\u00a0 Not to be missed.\u00a0 A must see.\u201d<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>He went on to say that the Collection has a number of photographs by<\/p>\n<p>William Easton; mainly of life around the harbour.\u00a0 William Easton\u2019s camera took glass plate negatives and these are held in the National Museum of Scotland.\u00a0 There are also some paintings on display.<\/p>\n<p>&nbsp;<\/p>\n<p>P Copland asked about the number of volunteers this year.\u00a0 I Reekie said that the loyal band of volunteers was fairly small.\u00a0 He said that he keeps asking for people to join the band \u2013 to welcome visitors \u2013 and to use their local knowledge to make the visitors\u2019 experience even better.<\/p>\n<p>&nbsp;<\/p>\n<p>P Copland thanked Mr Reekie, and said that the CC (Community Council) were pleased that the visitor numbers are up and that we are continuing to welcome people from all over the world.<\/td>\n<\/tr>\n<tr>\n<td width=\"31\">4<\/td>\n<td width=\"562\"><strong>Chairperson\u2019s Report<\/strong><\/p>\n<p>P Copland said over the past year we have ridden a few high waves, with one or two problems regarding Planning and some houses that have been built in the village. He hoped that there will be some resolution on that.\u00a0 He thanked those who had attended the meetings during the year: members of the public; Councillors and gave thanks to E Hughes and the Mayview for allowing the CC to use the Mayview\u2019s facilities.<\/td>\n<\/tr>\n<tr>\n<td width=\"31\">5<\/td>\n<td width=\"562\"><strong>Treasurer\u2019s Report<\/strong><\/p>\n<p>G Brown said to bear in mind that the Accounts ran from March to March, so they are already 6 months out of date.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Cash Management<\/strong> \u2013 there was an addition of \u00a31.42 in interest.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Cash Flow Account and the Floral Display Accounts<\/strong> \u2013 These Accounts are the ones that show most movement.\u00a0 They are both somewhat skewed by things that happened in previous years.\u00a0 In the Cash Flow one we had a donation from the Dawn Walk people in St Andrews University.\u00a0 There was \u00a31,000 in and \u00a31,000 out.\u00a0 At that particular time the Cash Flow did not look too healthy.\u00a0 It subsequently has improved dramatically.<\/p>\n<p>&nbsp;<\/p>\n<p>The Floral Display Account is more skewed by the Chelsea Flower show because \u00a33,000 went in in the way of sponsorship and these funds did not come out until 2016.\u00a0 Regarding the Floral Display, G Brown said that last year he was warning about lack of funds, but, since then it has improved very dramatically and he thought it was in quite a healthy state now.<\/p>\n<p>&nbsp;<\/p>\n<p>Heritage Account \u2013 Last year, we had a rental that cost us \u00a3240.50.\u00a0 We then had a new lock and roof repairs, so overall the Heritage Account has gone down by about \u00a3200.<\/p>\n<p>&nbsp;<\/p>\n<p>G Brown invited questions.\u00a0 No questions.<\/td>\n<\/tr>\n<tr>\n<td width=\"31\">6<\/td>\n<td width=\"562\"><strong>Last Minutes and Matters Arising<\/strong><\/p>\n<p>The Minutes of the previous Annual General Meeting of the Burgh of St Monans and Abercrombie Community Council, held on Monday, 19 October 2015 were approved.<\/p>\n<p><strong>Proposer<\/strong>: V Salvage\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>Seconder<\/strong>:\u00a0 W Buchan<\/td>\n<\/tr>\n<tr>\n<td width=\"31\">6<\/td>\n<td width=\"562\"><strong>Election of Office Bearers<\/strong><\/p>\n<p>For this part of the meeting the Chair was handed over to Cllr D Macgregor.<\/p>\n<p>&nbsp;<\/p>\n<p>G Brown said he would like to stand down from the CC now.<\/p>\n<p>Cllr D McGregor said that we are very sorry to hear that.\u00a0 V Salvage said he had given excellent service and would be greatly missed.<\/p>\n<p>&nbsp;<\/p>\n<p>Cllr D Macgregor asked for nominations:<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Chairman<\/strong>:<\/p>\n<p>P Copland was nominated by V Salvage;
