{"id":3296,"date":"2016-12-11T11:58:15","date_gmt":"2016-12-11T11:58:15","guid":{"rendered":"http:\/\/stmonans.org.uk\/blog\/?p=3296"},"modified":"2024-07-07T22:04:38","modified_gmt":"2024-07-07T21:04:38","slug":"community-council-minutes-211116","status":"publish","type":"post","link":"https:\/\/stmonans.org.uk\/blog\/community-council-minutes-211116\/","title":{"rendered":"Community Council Minutes 21\/11\/16"},"content":{"rendered":"<p>Minutes of the <strong>Ordinary Meeting of the Burgh of<\/strong> <strong>St Monans and Abercrombie Community Council<\/strong> \u00a0held on Monday 21 November 2016 at the Mayview Hotel at 7.30pm<!--more--><\/p>\n<p><strong>1\u00a0\u00a0 In Attendance: Cllr Riches, Cllr McGregor, Cllr Docherty, Peter Copland (Chairperson) Vicki Salvage, Vic Bland, Brenda Allan, Peter Peddie, Ena Hughes and Marjory Ashworth.<\/strong><\/p>\n<p><strong>2\u00a0\u00a0 Apologies:<\/strong> Bill Buchan and Elaine Porteous<\/p>\n<p><strong>3\u00a0 \u00a0Last Minutes and Matters Arising<\/strong><\/p>\n<p>3.1 (3.1) (3.4) (2.1) (4) (3.1) \u00a0<strong>Water in Rose Street.<\/strong>\u00a0 Map to circulated by John Docherty.<\/p>\n<p>3.2\u00a0 (3.2) (3.9) (8.1) (3.2) (3.8) (3.2) <strong>No 6 Station Road<\/strong>.\u00a0 Nothing to report Cllr Riches<\/p>\n<p>3.3 (3.3)(8.11)(3.7)(3.3)\u00a0\u00a0 <strong>House in disrepair<\/strong>. \u00a0Not as bad as first thought, \u00a0just the facing cracked.\u00a0 No further action required<\/p>\n<p>3.4 (3.4) (9.4)(3.12) <strong>House in Mid Shore<\/strong> is having work done on it.\u00a0 The render has been removed.<\/p>\n<p>3.5 (3.5)(8.2)(3.9)\u00a0 <strong>Fence at the Bottom of Dassy Wynd (Dawsie)<\/strong> \u2013 Nothing to report.\u00a0 At one point the council wouldn\u2019t let a seat be placed there reported a member of the public.\u00a0 There is no encroachment onto the road.\u00a0 Peter Peddie said \u201c Land ownership is a fickle thing, \u00a0unless contested the land can change ownership.\u201d\u00a0 Would planning allow a parked car to reverse out at the bottom of the Dassy Wynd (Dawsie).\u00a0 No action can be taken by CC.<\/p>\n<p>3.6 \u00a0(3.6)(8.3)(3.10)(3.5)<strong> MUGA<\/strong> \u2013 Peter Copland has been in touch with Alan Bisset and he confirmed that it is now complete, just lights to set up.\u00a0 The Primary School are keen to use it.\u00a0 It is now in ownership of Fife Council and insurance is in place.\u00a0 The gates are not shut as there are no holes in the ground for the bolts to go in.\u00a0 The Trust have a meeting on 5<sup>th<\/sup> December 2016 where an opening ceremony will be suggested.<\/p>\n<p>3.7 (3.7)(8.4)(8.13)(3.11)(3.6) <strong>24 George Terrace<\/strong>: No further news to report but work inside the property is still on going.<\/p>\n<p>3.8\u00a0 (3.8)(9.1)(3.12)(3.7)\u00a0 <strong>Road Sweeping, Dog Fouling and Lighting<\/strong>:- J Docherty to chase up sweeping St Monans Station Road about leaves.\u00a0 Bus Shelter has bad graffiti on the walls and timetable.\u00a0 Dog fouling is worse with the dark nights.\u00a0 Nobody knows who it is.\u00a0 Often people with more than one dog can\u2019t watch both.\u00a0 J Docherty to case up dog warden and try and get them to go into the Primary School.\u00a0 Coastal Watch people have put a blue bucket at the Windmill which is a great help.\u00a0 This is run by the volunteers.\u00a0 Email waste aware if you see an overflowing bin.\u00a0 Dog owners are still responsible if they don\u2019t have the dog on a lead, but often do not know what the dog is doing..\u00a0 Dog fouling on private land such as the Industrial Estate &#8211; the council will not prosecute.<\/p>\n<p>3.9 (3.9) <strong>Pets in Council Properties<\/strong>.\u00a0 Cllr Riches reported that 1 pet was allowed in a council house.\u00a0 If the property is in a block of 4 with an internal stairwell no pet is permitted.<\/p>\n<p>3.10 (3.10)(9.4)(3.14)(3.9)\u00a0 <strong>Over-flowing bins<\/strong>:- namely from holiday houses \u2013Cllr Riches reported that there is a meeting later this week.\u00a0 The council are working out who to target.\u00a0 People with second homes pay 90% community charge.<\/p>\n<p>3.11 (3.12)(9.6)(8.6)(10.3)(3.11) <strong>Abercrombie Potholes<\/strong> \u00a0No action on this.\u00a0 Work needs to be done at the junction to Station Road and a huge pothole at the steps to Johnstone Close \u2013 cement all breaking up.<\/p>\n<p>3.12 (3.13)(10)(3.14) <strong>Burns Supper<\/strong>:- Peter Peddie has got most speakers.\u00a0 Vicki has spoken to Ruth Craib and the Community Choir could come and sing,\u00a0 while Ruth is willing to accompany \u00a0some community singing.<\/p>\n<p>3.13 <strong>Grave Yard Tap<\/strong>:- We are stuck with the barrel.\u00a0 Burst pipe at the bridge and there is no money to repair it.\u00a0 The tap on the barrel is very stiff.\u00a0 The water is checked weekly.\u00a0 A member of the public asked if it could be recorded.\u00a0 Cllr Riches doesn\u2019t think that will happen.<\/p>\n<p>3.14 <strong>Speed Limits<\/strong> The 30 mph sign at the east side of St Monans will be moved 50 meters east, past the caravan site entrance.\u00a0 Cars speeding through Abercrombie were also mentioned. It\u2019s not just in the 30 mph but the cars are speeding past the junction on the main road and this is also causing concern.<\/p>\n<p>3.15 (8.4) If you see anything being dumped (fly-tipping) please phone the Hotline 0800807060 or SEPA 03000996699.<\/p>\n<p>3.17\u00a0 <strong>Harbour<\/strong> to be dredged \u2013 March 2017<\/p>\n<p>3.18\u00a0 <strong>Plerick railings<\/strong>: 2 quotes required.\u00a0 Mayrock Fabrication \u00a3320 + Vat.\u00a0 Second quote expected this week. Can we apply to the Common Good for funding?<\/p>\n<p>3.19\u00a0 <strong>Correspondence about West End Beach<\/strong> Cllrs and CC have been copied in.\u00a0 This is to try and get work finished in reinstating ground into the condition it was in before the work was started.\u00a0 It was Alec Anderson who employed the contractors.\u00a0 Rocks have been damaged and the erosion barrier was not re-finished with heavy material like bricks and larger rubble, it is just sand and stones.\u00a0 Photographic evidence to show the before and after.\u00a0 Email from Sheila Noble who is taking this forward.<\/p>\n<p>Minutes proposed by Vicki Salvage and 2<sup>nd<\/sup> Vic Bland.<\/p>\n<p><strong>4 Chairpersons Report<\/strong>:- The MUGA is open and a ceremony has to be arranged with a date that suits everyone involved.\u00a0 Cllr Riches was congratulated on her fire walk for charity.\u00a0 It was mentioned that we need new members to volunteer to join the Community Council. We are short of a secretary and treasurer.\u00a0 Bill Porteous came forward.\u00a0 Peter Copland proposed and Peter Peddie 2<sup>nd<\/sup> him.<\/p>\n<p><strong>5 Secretary\u2019s Report:-<\/strong> No secretary.\u00a0 George Brown forwarding all correspondence.\u00a0 Fife Area Plan forwarded you can look at the bits relating to St Monans detailing land use.\u00a0 Areas suitable for commercial development, or housing.<\/p>\n<p><strong>6 Treasurer\u2019s Report:- <\/strong>No Treasurer \u2013 could someone take it on?\u00a0 Vicki to put notice on website.<\/p>\n<p><strong>7 Planning:- <\/strong>10 Miller Terrace\u00a0 &#8211; Rear building being updated.\u00a0 No action needed<\/p>\n<p><strong>8 Public Questions:-<\/strong> \u00a0<strong>Braid Court<\/strong> \u2013 Drug users causing trouble and needles lying in garden.\u00a0 Email from Angus and Kim regarding violent attack attached to minutes.\u00a0 Cllr Riches asked for address but was told it was 1<sup>st<\/sup> Cottage on LHS East Street where drug dealing seems to take place and there are needles and dog mess lying around.\u00a0 Crime Stoppers can be phoned anonymously to give information.\u00a0 The drug situation has escalated over the last 6 months.\u00a0 Johnstone Close was turned around now something needs to be done with Braid Court.\u00a0 Housing is short due to families splitting and both parents need houses to be able to have the children.\u00a0 50% of houses go to homeless.<\/p>\n<p>Car abandoned at the Queen Margaret Street garages has Police Aware sticker on it.\u00a0 Another car on fire was just an accident.<\/p>\n<p>Car in Queen Margaret Street\/Inverie Street garage which is falling down &#8211; and car has never been moved in over a year.\u00a0 Cllr Docherty to look into this.<\/p>\n<p>Does the council take action on overhanging hedges if blocking the pavement Elmgrove\/Gourlay Crescent?\u00a0 Access with wheelchair or pram will be difficult?\u00a0 Council will send letter.<\/p>\n<p>School Crossing at Station Road dangerous.\u00a0 Traffic Management to look at it.\u00a0 20 mph sign before Mini Market doesn\u2019t slow traffic down.\u00a0 Visibility is bad when lorries block the road when delivering to the shop.\u00a0 The council are coming out to look at the situation.\u00a0 Speeding is also a problem in Hope Place.<\/p>\n<p><strong>AOCB:-\u00a0 <\/strong>Billy Morris questioned who owned the harbour as on 1<sup>st<\/sup> April 1611 as the free burgh and 1621 when it belonged to Fishermen.\u00a0 Cllr Riches explained how over \u00a0time the harbour was run by the Burgh then the District and now Fife Council.\u00a0 Billy also gave details of St Monans Cave which was hidden underneath the church car park turning point at the bridge to church car park.\u00a0 It is rumoured to be a room 12\u2019 long and 4\u2019 long with a vaulted ceiling and arched doorway \u2013 originally entered down at the banking near the burn.\u00a0 Billy is trying to find out more, \u00a0if he can identify what religious order was there.<\/p>\n<p>A question was asked about the whereabouts of the St Monans Well?\u00a0 Peter Peddie answered that is it below Pathhead House.\u00a0 The Mineral Burn, where the water comes out, is nearer the windmill and is where fishermen would wash their nets for luck in times gone by.<\/p>\n<p>M Ashworth mentioned that over the last year we have had 3 members of the CC retire and we haven\u2019t really thanked them which other committees in St Monans have done by sending cards.\u00a0 This is to be discussed more next meeting.<\/p>\n<p><strong>Date of Next Meeting:- Monday 19<sup>th<\/sup> December 2016 at 7.30pm in the Mayview
