{"id":3308,"date":"2017-01-14T14:58:32","date_gmt":"2017-01-14T14:58:32","guid":{"rendered":"http:\/\/stmonans.org.uk\/blog\/?p=3308"},"modified":"2024-07-07T22:04:38","modified_gmt":"2024-07-07T21:04:38","slug":"community-council-minutes-191216","status":"publish","type":"post","link":"https:\/\/stmonans.org.uk\/blog\/community-council-minutes-191216\/","title":{"rendered":"Community Council Minutes 19\/12\/16"},"content":{"rendered":"<p>Minutes of the <strong>Ordinary Meeting of the Burgh of St Monans and Abercrombie Community Council<\/strong> held on Monday 19<sup>th<\/sup> December 2016 at the Mayview Hotel at 7.30pm<!--more--><\/p>\n<ul>\n<li><strong>In attendance: Cllr Riches, Cllr McGregor, Cllr Docherty, Peter Copland (Chairperson) Vicki Salvage, Vic Bland, Brenda Allan, Ena Hughes and Marjory Ashworth and 3 members of public.<\/strong><\/li>\n<\/ul>\n<p><strong>Apologies:\u00a0 <\/strong>Bill and Elaine Porteous, Bill Buchan and Nicola Wallace(Headteacher).\u00a0 No police in attendance.<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>No declarations of Interest<\/strong><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Maureen Clark gave information on forthcoming Radio Programme \u2018Gardeners Question Time\u2019 which will be recorded in St Monans Church Hall on Monday 30<sup>th<\/sup> January 2017 between 5.30pm \u2013 7.45pm. Tickets cost \u00a34.50.\u00a0 Up to 200 people can be involved and the program is broadcast within 2 weeks of recording.<\/strong><\/p>\n<ul>\n<li><strong>Last Minutes and Matters Arising<\/strong>\n<ul>\n<li>(3.6) <strong>MUGA <\/strong>Meeting on Thursday.\u00a0 Bill Buchan and Gordon Bell to attend.\u00a0 Opening ceremony could possibly be at Easter time.\u00a0 The Primary School can use facility now.\u00a0 All insurance is in place.<\/li>\n<li>(3.8) <strong>Road sweeping, Dog Fouling and lighting:-<\/strong> Cllr J Docherty asked if there was an improvement since the last meeting.\u00a0 The public said the streets had been swept.\u00a0 The rota for the Plerick and Narrow Wynd to be checked.\u00a0 Kay Watson one of the 3 dog wardens for Fife is to contact the school for a visit.\u00a0 No one picked up the horse muck after the funeral last month and the seaweed washed in and right up the road at the church.<\/li>\n<li>(3.10) <strong>Over flowing bins:- <\/strong>No answers yet.<\/li>\n<li>(3.11) <strong>Abercrombie Potholes:- <\/strong>No change.\u00a0 M Ashworth asked councillors about the verge at the potholes which is getting very narrow.\u00a0 Is there anything we can do to stop it to prevent the wall falling down.<\/li>\n<li>(3.12) <strong>Burns Supper:-<\/strong> Ticket prices to be discussed with Peter Peddie.<\/li>\n<li>(3.13) <strong>Grave Yard tap:- <\/strong>Will not be replaced.<\/li>\n<li>(3.14) <strong>Speed Limits:-<\/strong> Proposal to change the signs at the East End of St Monans (on the main road to Pittenweem) will go to planning in February.<\/li>\n<li>(3.18) <strong>Plerick Rails:- <\/strong>A difference of \u00a320 in the quotes due to heavier metal proposed for use.<\/li>\n<li>(3.19) <strong>West End Beach:- <\/strong>Repair work has been completed today. Apparently the resident who had the work done has had people accusing him of ruining the beach! However now some remedial work has been undertaken by the contractor and the Council have been to look and check work.\u00a0 They are happy that the work is adequate and the West End Beach looks much better now.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>(3.19)<strong> Abandoned Car:- <\/strong>The abandoned car at Queen Margaret Street Garages is still there.\u00a0 Cllr J Docherty contacted police but heard nothing.\u00a0 Someone is using a plot that they shouldn\u2019t be using.\u00a0 There are no numbers on the garages to identify plot. Requested that a \u00a0member of public should contact the council about access to their own\u00a0 garage.\u00a0 Garage at the corner of Inverie Street, Brenda asked if he had contacted the council and the police.<\/p>\n<ul>\n<li><strong>Overhanging Hedge:- <\/strong>No action has been taken as number was unknown. Ross Walker to be contacted \u2013 Gourlay Crescent \u2013 Bill Porteous Transportation.<\/li>\n<li><strong>Traffic at Mini Market:<\/strong>&#8211; Traffic Management to come in new year.<\/li>\n<li><strong>Speeding in Abercrombie:<\/strong>&#8211; Discussed site for where speeding could best be monitored.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>3.14 Minutes Approved 1<sup>st<\/sup> Vicki Salvage proposed.\u00a0 Vic Bland seconded.<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Chairman\u2019s Report:-<\/strong> Shortage of members;\u00a0 Secretary and Treasurer still required.\u00a0 Advert to be placed on facebook page.\u00a0 Journalist had contacted Peter to see if we were going to fold due to lack of office bearers. Journalist suggested we could join with Pittenweem CC.\u00a0 (Journalist is obviously not an East Neuk resident!) There may be an article in the paper.\u00a0 M Ashworth asked if you could have a treasurer that didn\u2019t attend meetings?\u00a0 The constitution would have to be checked.\u00a0 Adverts to be placed around the village in the new year.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Secretary\u2019s Report:<\/strong>&#8211; George still forwarding emails. Thanks to him for this.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Treasurer\u2019s Report:<\/strong> Expenditure: Poppy Wreath \u00a340 and Funeral Wreath \u00a330 (Elspeth Scott).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Planning:<\/strong>&#8211; Nothing new of interest. Any details are always forwarded. \u00a0George Terrace &#8211; new build house is still causing concern.\u00a0 Margaret Sutherland reported to CC member V Salvage that \u00a0new house owner is putting down surface for 1 or 2 cars to park in the lane which is disputed ground.\u00a0 Cllr Riches will get planning to check. Cllr J Docherty commented that there can be contentious issues due to history,\u00a0 and complications with common land use and custom practices.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>Public Questions:<\/strong>&#8211; East Street residents have experiences more disturbances and incidents since the last CC meeting. Comments that residents are frightened to go on holiday to leave their homes empty. Peter Copland to email PC Elder to ask for police attendance at the next CC Meeting.\u00a0 Harbour smell is now so bad that public think it is sewage not just tangles.\u00a0 Peter Copland to contact Moir Gibson.\u00a0 Wheelie bins at the \u00a0bottom of Forth Street should be pulled into the gardens or up against properties and not left on the street.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>AOCB:<\/strong>&#8211; Piano Tuned in Town hall.
