{"id":3441,"date":"2017-04-27T17:28:11","date_gmt":"2017-04-27T16:28:11","guid":{"rendered":"http:\/\/stmonans.org.uk\/blog\/?p=3441"},"modified":"2024-07-07T22:04:38","modified_gmt":"2024-07-07T21:04:38","slug":"community-council-minutes-17417","status":"publish","type":"post","link":"https:\/\/stmonans.org.uk\/blog\/community-council-minutes-17417\/","title":{"rendered":"Community Council Minutes 17\/4\/17"},"content":{"rendered":"<p><strong>Minutes <\/strong>of the <strong>Ordinary Meeting of the Burgh of St Monans and Abercrombie Community Council <\/strong>held on Monday 17<sup>th<\/sup> April 2017 at 7.30pm.<!--more--><\/p>\n<p><strong>Present:<\/strong><\/p>\n<p>Peter Copeland (Chairperson),V Salvage (Vice Chairperson), P Peddie (Treasurer), W Buchan, V Bland, B Allan, E Hughes, W Porteous, M Ashworth, Cllr D McGregor, Cllr E Riches, Cllr J Docherty.\u00a0 PC Elder.<\/p>\n<p>7 members of the public<\/p>\n<p><strong>1 Welcome and Apologies:\u00a0 <\/strong>E Porteous.<\/p>\n<p><strong>2 Declaration of Interest: <\/strong>\u00a0None.<\/p>\n<p><strong>3 Matters Arising:<\/strong><\/p>\n<p><strong>3.1 (3.1, 4) MUGA\u00a0 <\/strong>W Buchan reported that the opening went very well.\u00a0 School children did well.\u00a0 Willie Rennie opened MUGA and everyone enjoyed refreshments at the Bowling Club afterwards.\u00a0 <strong>3.2(3.4,5)\u00a0 Dog Fowling<\/strong> Cllr J Docherty contacted Community Safety Partnership to talk to the school children.\u00a0 People reported that they thought the problem was not as bad at the moment in light nights.\u00a0 <strong>3.3(3.4,7)\u00a0 Abercrombie Potholes.\u00a0 <\/strong>Still trying to get them filled.\u00a0 <strong>3.4(3.5,8) Plerick Railings.\u00a0 <\/strong>Cllr E Riches thinks they might be made. <strong>3.5(3.6,9) Abandoned Cars.\u00a0 <\/strong>Hope Place Car Park.\u00a0 P Copeland notified the police but they said it wasn\u2019t there department. Fife Council have stuck stickers on it and it is in their hands.\u00a0\u00a0\u00a0 <strong>\u00a0\u00a0\u00a03.6(3.8,11) Traffic at Mini Market.\u00a0 <\/strong>Double Yellow Lines extended but not much difference with the parking.\u00a0 Cllr E Riches said bollards are ment to be put in place at Scottish Fuels corner.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>3.7(3.10,13) Harbour Smell.\u00a0 <\/strong>\u00a0Seaweed has been removed.\u00a0 Drains to be cleaned eventually at harbour and Inverie Street in there routine.\u00a0 <strong>3.8(3.11,14)\u00a0 Church path seaweed.\u00a0 <\/strong>Not as bad as there have been no high tides.<\/p>\n<p><strong>3.9(5)\u00a0 <\/strong>Minutes are now forwarded to Beth Flynn at Fife Council.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>3.10(7.1)<\/strong> <strong>Street Sweepers.\u00a0 <\/strong>Streets not swept.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>3.11(8.1)\u00a0 Beach Clean.\u00a0 <\/strong>M Ashworth confirmed that details had been sent to the council to request a skip, pickers and bags. The forklift is organised and Vicki is going to do posters.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>3.12(8.2)\u00a0 Sunday School Coffee Morning<\/strong>\u00a0 well supported and \u00a3450 raised.\u00a0 Thanks to everyone who <strong>3.13(8.3) Hawthorn trees.\u00a0 <\/strong>Trees planted at Windmill have been stolen.\u00a0 W Porteous met with Ian Barbour regarding planting.\u00a0 Ian Barbour was not sure he would give permission for planting at the bus stop.\u00a0 Unfortunately the bare root trees have died.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>3.14(8.5)\u00a0 Offroad Motorcycles and Quad Bikes.\u00a0 <\/strong>PC Elder reported that the trail bike that did damage to the MUGA has been attended to and is being resolved by Youth Justice.\u00a0 Quad bikes on coastal path is being dealt with by Lindsay Kerr and Deirdre Munro from the countryside rangers.\u00a0 A lady walking her dog had been challenged by the riders and told her they knew where she lived.\u00a0 No landlord has given permission for the riders to use any land.\u00a0 PC Elder reported fence damage at Abercrombie Farm with no diver owning up to the damage.\u00a0 Accident at the Taft Hill and problems on the double bends with cars overtaking.\u00a0 Members of the public reported to PC Elder that the staff in the Post Office are having problems with residents from Johnson Close and East Street.\u00a0 The staff handled it well but it could be intimidating.\u00a0 PC Elder said this is the first of her hearing of it and encouraged people to report offences.<\/p>\n<p><strong>3.15(8.7) Cars parked on pavements.\u00a0 <\/strong>Cllr J Docherty to follow it up.\u00a0 A question was asked if you could take a picture of the car but no one knew and PC Elder had left.\u00a0 Equality Act access for prams or mobility scooters or Public Sector Quality of Duty.\u00a0 Millar Terrace is a problem of area for parked cars.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<strong>3.16(8.8) Beautiful St Monans.\u00a0 <\/strong>Positive comments have been given about the bulbs and tubs planted.\u00a0 3 tubs have been removed from the West End.\u00a0 1 has been repositioned at the public toilets.\u00a0 A lady is going to pay for a tub at Hope Place.\u00a0 Work was done on the shore area before the Easter weekend.\u00a0 The team is working well.\u00a0 Information boards for the Salt Pans are with Twin Landscapes and the work should be done soon.\u00a0\u00a0 J Braid garden looking good due to Brenda Allans hard work.\u00a0 Coast Watch John Kinsman is looking for people to vote for him on mybuilder.com and could win \u00a31000 for the area.\u00a0 Google mybuilder john kinsman.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <strong>3.17(8.10)\u00a0 Willow trees planted on Braes.\u00a0 <\/strong>Unfortunately the council workers pulled the trees out before Cllr E Riches got them told to leave them.<\/p>\n<p><strong>Previous Minutes Approved:<\/strong> Proposer P Peddie.\u00a0 Seconder V Salvage<\/p>\n<p><strong>4 Chairperson\u2019s Report. <\/strong>P Copeland thanked Cllr E Riches and Cllr D McGregor for their tireless work on our behalf. \u00a0Everyone gave a round of applause.\u00a0 Cllr D McGregor said he had enjoyed this time and mentioned the work over planning for the Gap and OFT.\u00a0 Cllr E Riches said it was an honour to represent everyone and she had made good friends and enjoyed working with the public.<\/p>\n<p><strong>5 Secretary\u2019s Report.\u00a0\u00a0 <\/strong>P Copeland informed people about an email giving information about an application for Penelope Keith to visit if your village gets selected.\u00a0 Members agreed to put in an application.<\/p>\n<p><strong>6 Treasurers Report.\u00a0 <\/strong>P Peddie said not much change only 2 cheques written.\u00a0 End of Year 31<sup>st<\/sup> March 2017 so will get books together for next meeting.<\/p>\n<p><strong>7 Planning.\u00a0 24 Station Road<\/strong>.\u00a0 The owner of the property was present.\u00a0 Discussion was had about the application to build a sun room at the rear of the property.\u00a0 The path at the side of the house is owner by Baron of Vipriana and the owner of 24 Station Road had no luck in contacting him.\u00a0 Suggestions were made on ways forward with this.\u00a0 People encouraged to put planning comments on Fife Council Planning website.<\/p>\n<p><strong>8 Public Questions.\u00a0 <\/strong>Member of public reported no water at the cemetery.\u00a0 The work at the bottom of the Dawsie has stopped as there is no planning permission.\u00a0 The person involved is trying to get retrospective planning.<\/p>\n<p><strong>9 AOCB\u00a0 <\/strong>M Ashworth reported that they had a fence damaged and the driver had left the scene.\u00a0 She also reported cars overtaking on the double bends heading down the hill from Abercrombie to Pittenweem.\u00a0 She had nearly been hit on Saturday but if it had been a cyclist there could have been a nasty accident.\u00a0 B Allan asked councillors if there was a shortage of binmen and the driver is having to help.\u00a0 The bins were not collected on Friday and only got emptied on Monday.\u00a0 V Salvage reported that Cellardyke had a carved wooden Puffin stolen.\u00a0 If anyone knows anything please let her know.\u00a0 V Bland\u2019s raffle raised \u00a3140 for MacMillan Cancer.\u00a0 Cllr E Riches had photos of trees that someone is applying to get permission to cut down at the Plerick and in a garden.\u00a0 Many members felt they could not comment as they knew the people involved.\u00a0 It was decided to get Fife Council to see how safe they were and discuss it after the report is done.\u00a0 Some people feel the trees add visual value to the village.<\/p>\n<p><strong>Date of Next Meeting\u00a0 15<sup>th<\/sup> May 2017<\/strong> at Mayview Hotel 7.30pm.\u00a0 Amended
