further about the promised planters for this area.\u00a0 He said that, as far as he knew, the decision was made that planters would be provided by Fife Council, but said that getting the planters seems to be difficult.<\/p>\n<p>&nbsp;<\/p>\n<p>Cllr J Docherty agreed to contact Transportation regarding getting double yellow lines at Rose Street.<\/p>\n<p>&nbsp;<\/p>\n<p>Cllr J Docherty said that he had contacted Traffic Management about Parking.\u00a0 He said that it was asked that Traffic Management should come at weekends and this has been done.<\/td>\n<td width=\"472\">\u00a0<strong>4.4 (9.1)\u00a0 Vehicles in Gourlay Crescent and Elm Grove<\/strong><\/p>\n<p>W Buchan reported that the van is still on the pavement.\u00a0 He said that someone complained that they had to come off the pavement with their pushchair every time they pass the van.<\/p>\n<p>&nbsp;<\/p>\n<p>Cllr J Docherty said he would get on to the police because that is causing an obstruction.\u00a0 It is parked on the pavement so it means that anyone with a wheelchair would have difficulty.\u00a0 He said if you have a van or any vehicle on the pavement under the Equality Act 2010 that is an offence, so the police will find the owner and deal with it.<\/p>\n<p>&nbsp;<\/p>\n<p>W Buchan said he had spoken to the police and they did not want to know.\u00a0 Cllr J Docherty said that he had raised something with the police before and would be very determined.\u00a0 A member of the public said that a notice had been removed from the car.<\/td>\n<td required to be cut.\u00a0 A member of the public said that the hedge had been cut.<\/p>\n<p>&nbsp;<\/p>\n<p>A member of the public said that the people in the Deck House had built a wall causing the path to slope.\u00a0 P Copland said that we will find out who owns the path, and if it is Council owned we will ask for remedial work to be done.<\/td>\n<td Docherty<\/td>\n<\/tr>\n<tr>\n<td width=\"472\"><strong>4.8 (4.8, 3.6) Visitors Rubbish Disposal<\/strong><\/p>\n<p>There was discussion regarding the rules for the disposal of waste from holiday lets.\u00a0 A member of the public said that they had been given a waste bin with a key and had been confronted by someone who wanted to know where she got her key from who was unhappy that he had not been issued with a key.\u00a0 She said Fife Council had said that they would find out who were permanent residents and issue a key to them.\u00a0 She said some black bin bags had been left by the bin by the shed.\u00a0 P Copland suggested that we Minute the contact details \u2013 so that permanent residents can contact Waste Aware to get a key so they can utilise the Grey weeds were OK now, but the water butt has not been dealt with.\u00a0 Cllr J Docherty said that he had contacted the people who run the cemeteries and they were going to carry out an inspection.\u00a0 He said that the tap for the water butt has broken down 3 times, and said he had asked for the tap to be replaced by something newer and of stronger design.\u00a0 He said it was not breaking due to vandalism.<\/p>\n<p>A member of the public asked if that meant we could not get the pipe fixed, and that the pipe is not even being investigated.\u00a0 P Copland said that his recollection was they have looked at the cost of running the pipe.\u00a0 They thought the cost was excessive in their eyes, so that is why we are getting the butt.\u00a0 Hopefully, he said, with Cllr Docherty\u2019s persistence we will get something that works.\u00a0 The member of the public said that it is a busy cemetery, and yet we cannot get the water sorted.<\/td>\n<td team had reassured him that there is no longer anyone driving across the grass from his group.\u00a0 He asked for anyone who is out walking and who spots a car going over the grass to let the Litter Picking<\/strong><\/p>\n<p>W Buchan said that he did not think anyone from Community Payback had been there and agreed to contact them again.<\/td>\n<td Overgrown Banking at the Pavement beside the Burn<\/strong><\/p>\n<p>Cllr W Porteous said that he got an email back from Fife Council saying that they had never cut the banking down to the stream.\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Cllr Porteous said that he replied to the email, saying that he knew that the banking had previously been cut, and that you should be able to see the burn as it is a bit of a safety risk.\u00a0 He said he also asked, if Fife Council did not do it, who could do it.\u00a0 It was said that SEPA might be the people who could be contacted with regard to that.<\/p>\n<p>P Copland said he thought SEPA would be pleased if the banks were cut back as it would help the flow of water down from the fields.<\/p>\n<p>B Allan said that children have put some wooden panels into the burn.\u00a0 P Copland suggested writing to John Hasim asking if it not him who deals with on Sea-front Gap Site &#8211; West End at the Bottom of the Dawsie Wynd<\/strong><\/p>\n<p>P Copland reported that he had sent an email with a collection of all the main items &#8211; what we consider material considerations.\u00a0 A member of the public showed some photographs showing that there was a house on that site before.<\/p>\n<p>&nbsp;<\/p>\n<p>Cllr J Docherty said he had questioned whether this site was to do with Fife Coast and Countryside or Fife Harbours.\u00a0 He suggested it is Fife Harbours.<\/td>\n<td width=\"123\"><\/td>\n<\/tr>\n<tr>\n<td width=\"472\"><strong>4.20 Hall \u2013 at no cost. Shore.\u00a0 She said the tree has now become a health and safety issue.\u00a0 She said it was in a dangerous position and a revised report has been put in with the Planning Application.<\/td>\n<td Questions<\/strong><\/p>\n<p><strong>9.1 Harbour Development<\/strong><\/p>\n<p>A member of the public said that houses had been built in the village which are eyesores and that the harbour will be an eyesore.\u00a0 There was discussion about the wall and where it was to be located.\u00a0 The member of the public asked what happens if Alec Anderson needs his wall repaired.\u00a0 P Copland said that he had already had to get it done over the rocks.\u00a0 The member of the public suggested there could be problems when the sea starts eating in below.<\/td>\n<td width=\"123\"><strong>\u00a0<\/strong><\/td>\n<\/tr>\n<tr>\n<td width=\"472\"><strong>9.2 Old Railway Bridge<\/strong><\/p>\n<p>A member of the public said she was getting worried about the railway bridge.\u00a0 She said that on the left-hand side there is a huge rock which has been displaced.\u00a0 B Allan said she was trying to find out through the Land Registrar.\u00a0 P Copland said that when B Allan gets a reply from the Land Registrar we will hopefully be able to contact the owner with the safety concerns.\u00a0 The member of the public said that unless someone does something now <\/strong><\/p>\n<p>A member of the public said that the small wooden bridge over the burn at the field was quite dangerous.\u00a0 She asked who deals with that.\u00a0 B Allan said that would be the responsibility of the Coastal Path people.\u00a0 P Peddie suggested it would be owned \u2013 possibly by Toby Anstruther.\u00a0 Cllr W Porteous agreed to check with the Fife Coastal people, and P gathering of people who have a business in the village and they want to use the connection with each other to generate more business in the village.\u00a0 A member of the public said it is more of a networking thing.\u00a0 P Copland said that he thought a few businesses had not been contacted.\u00a0 P Copland said that he would contact Gordon Bell saying that there have been concerns raised by some businesses in the village who are unsure what the Town Team is for.<\/td>\n<td in the village we have the Community Council and the Community Trust.\u00a0 The Community Trust is used as a vehicle for bringing forward large money developments.\u00a0 The last one that was done was the MUGA, and the one previous to that was the changing rooms for the Pavilion.\u00a0 The Harbour Trust is being used as a vehicle for the harbour regeneration.\u00a0\u00a0 He said that the person driving that forward is \u00a0\u00a0\u00a0Gordon Bell.\u00a0 B Allan asked if Gordon Bell was in discussion with Scottish Heritage regarding the proposed harbour development.\u00a0 She said it is an historic harbour.\u00a0 Millers boatbuilding was the biggest in Britain at one time.<\/p>\n<p>A member of the public asked if it would help if Gordon Bell was invited again and tried to explain it.\u00a0 She said that at one point Mr Bell was concerned that if the village did not come together as a whole that the Council would take over and that may not be what people want.<\/p>\n<p>P
