He hoped\nalso that the Residents Group would help to build a caring community for all. <\/p>\n\n\n\n<p><strong>Minute of last meeting<\/strong><\/p>\n\n\n\n<p>This was AGREED. It was also AGREED that the\ndraft minute should be circulated through social media and email in advance of\nsubsequent meetings to enable information to be read and digested. Paper copies\nwould also be available on the night. <\/p>\n\n\n\n<p><strong>Group Walkabout Action Plan update<\/strong><\/p>\n\n\n\n<p>KW gave an update on the Walkabout which took\nplace on 17<sup>th<\/sup> April 2019. <\/p>\n\n\n\n<p>Public Toilets at Miller\nTerrace \u2013 Environmental Services are considering\noptions, eg 30p charging facility, \u00a35 access key<\/p>\n\n\n\n<p>Recycling truck mounting Hope\nPlace pavement \u2013 Environmental Services and\nTransportation are discussing matter. Drivers told to reduce speed and use of\nsmaller trucks. Councillor Holt taking this forward<\/p>\n\n\n\n<p>Black bins at football pitch \u2013 Environmental Services contacted &#8211; a general\nwaste bin is a requirement at recycling locations; reminder for regular pick up\nand clear up afterwards; Councillor Holt pursuing<\/p>\n\n\n\n<p>1 Forth Street bins \u2013 Environmental Services contacted \u2013\nresolution in process<\/p>\n\n\n\n<p>Steps from caravan park \u2013 FCCT (Fife Coastal &amp; Countryside Trust) contacted;\nKW to take forward as trip\/fall hazard<\/p>\n\n\n\n<p>Miller Terrace signage for\ncar parking \u2013 Transportation contacted;\non Stuart Goodfellow\u201ds \u2018to do list\u2019<\/p>\n\n\n\n<p>Caravans parked at Miller\nTerrace \u2013 Safer Communities Wardens and Transportation\ncontacted; resolution in process<\/p>\n\n\n\n<p>Street Light No5 Forth Street \u2013 Transportation contacted \u2013 needing to be\nconfirmed now fixed<\/p>\n\n\n\n<p>Grass cutting on Coastal Path \u2013 FCCT contacted; overall policy Fife-wide not\nto collect cuttings; budget cuts<\/p>\n\n\n\n<p>St Monans Coastal Path Sign \u2013 FCCT contacted; in the process of updating\ninformation<\/p>\n\n\n\n<p>Tree branches 2-6 East Street \u2013 Tree Team contacted; dead branches have been\nremoved<\/p>\n\n\n\n<p>3 East Shore Street \u201cprivate\nparking\u201d sign \u2013 ownership checked;\nHarbourmaster property; Transportation being chased up<\/p>\n\n\n\n<p>Picnic benches at Windmill\narea \u2013 FCCT contacted; no funding available for\nbenches; would require maintenance costs and provision of waste bins<\/p>\n\n\n\n<p>Car spaces at Rose Street \u2013 Fife Council contacted<\/p>\n\n\n\n<p>Removal of items at garage\nsite \u2013 Housing Services contacted<\/p>\n\n\n\n<p>Broken fence Queen Margaret\nSt garage site \u2013 Housing Services\ncontacted; costings quote requested 23\/4\/19 \u2013 action progressing<\/p>\n\n\n\n<p>Utility Gym at The Mair \u2013 Parks Development Officer contacted<\/p>\n\n\n\n<p>Station Road\/Hope Place\nrailings \u2013 Transportation contacted; made safe but some\nspars to be fixed and repainted; Kara\/Colin to follow up<\/p>\n\n\n\n<p>East Street Noticeboard area \u2013 ownership and maintenance clarified as Fife\nCouncil, but \u201cBeautiful St Monans have taken on replanting and maintenance;\n\u201cBeautiful St Monans require to advise Fife Council \u2013 SM to pursue<\/p>\n\n\n\n<p>Forth Street Double Yellow\nLine \u2013 Transportation contacted (Sara Wilson); to\nextend lines to prevent blocking of road; to be followed up<\/p>\n\n\n\n<p>Road-surfacing throughout St\nMonans \u2013 Transportation contacted (Sara Wilson)<\/p>\n\n\n\n<p>East Street Road-surfacing \u2013 Transportation contacted (Sara Wilson); CW\nadvised that larger patching would be carried out as short-term solution with a\nview to fuller repair<\/p>\n\n\n\n<p><strong>Further concerns<\/strong><\/p>\n\n\n\n<p>A number of further issues were identified<\/p>\n\n\n\n<p>Bins at Braid Court \u2013 concerns over fly-tipping; Kara to pursue<\/p>\n\n\n\n<p>Bins at Johnstons Court \u2013 Waste contacted; padlocks have been arranged\n<\/p>\n\n\n\n<p>Use of garages\/lock-ups at\nHope Place \u2013 <\/p>\n\n\n\n<p>Fencing at Coastal Path<\/p>\n\n\n\n<p>Railings at Johnstons Close<\/p>\n\n\n\n<p>Right of Way at Virgin Square<\/p>\n\n\n\n<p>Blue Bin gone \u201crogue\u201d at\nIndustrial Park, Queen Margaret Street<\/p>\n\n\n\n<p>Plinth on Coastal Path by\nWindmill \u2013 KW to report to Fife Direct<\/p>\n\n\n\n<p>Public access at Station\nRoad\/Braehead corner<\/p>\n\n\n\n<p><strong>Reports\/updates \u2013 Councillors, Police, Fife\nCouncil etc<\/strong><\/p>\n\n\n\n<p>There were no Councillors present, nor Police.\nHW will send dates of meetings to St Andrews Police to ensure their presence;\nmajor Police incident in East Neuk preventing their presence.<\/p>\n\n\n\n<p>CW spoke about \u201cCrimestoppers\u201d being available\nto encourage alerting authorities to concerns. Safe Communities Officers (Ian\n&amp; Kat) could also be invited<\/p>\n\n\n\n<p>Congratulations on the success of the Sea Queen\nWeekend., particularly to Sea Queen Committee. A number of visitors from\nneighbouring villages and walkers on the Coastal Path had looked in. Thanks to\n\u201cBeautiful St Monans\u201d for their work in fixing hanging baskets and decorating\nbarrels and gardens around village. Concern raised concerning the safety of\nhanging baskets in the wind. SM to pass on concern re East Street.<\/p>\n\n\n\n<p><strong>Constitution, Committee &amp; Board<\/strong><\/p>\n\n\n\n<p>CW gave a draft Constitution to HW and SM to\nconsider. It will be brought to the next meeting for approval<\/p>\n\n\n\n<p>We are currently without a Treasurer. A\nvolunteers is required<\/p>\n\n\n\n<p><strong>AOB<\/strong><\/p>\n\n\n\n<p>Going around the meeting, the following points were\nraised<\/p>\n\n\n\n<p>Hedge at Bus Stop \u2013 danger of spiky roses at head height;\npointed out that those recognising the problem were free to cut these back if\nseen<\/p>\n\n\n\n<p>Tenants Federation Meetings \u2013 RG invited two St M &amp; A residents to\nmonthly committee meetings on last Friday of the month at 10.30am<\/p>\n\n\n\n<p>Removed water butt \u2013 the water butt was taken from Coastal Path\nfor the garden beside the Windmill; CW had followed up with the Coastal Trust\nand Allotments, but everyone denying knowledge.
