David F Wilson – Public Artist
David has been commissioned by Lochee Homes to produce a piece of artwork for Windmill Gardens. The
proposed site is right in the heart of the development adjacent to a house. Although not ideal, this site has
been proposed and agreed by the council. The community is to be consulted, hence David’s presence here
tonight. The Heritage report has provided useful information. David has also made a visit to the Primary
School to help generate ideas. David is looking to the CC for additional creative suggestions. David has
researched the locality – Farming, Fishing, Curly Tails, Grumphies, Wellies, Dry town etc. Overtown &
Nethertown.
Website address for ideas etc. – www.dfwilson.co.uk
David will now design and present to the school pupils and then the CC.
Memorial Garden – Hugh Wallace
The application for a ‘Licence to Work’ in the name of the Community Council has now been lodged with
Fife Council. There have been two recent meetings identifying four main areas to tackle the task: - The design and work on site
- Building awareness locally
- Fund raising
- The opening ceremony
The timeline for the above four areas requires that the work is complete by August 2025, ensuring the
opening will take place in November. There will be a Public Meeting held in January, when the community
will be advised of plans and ways in which support can be given. A further meeting is scheduled for
December to take things forward.

Café Inc – Fife Council feeding people during the Easter, Summer and October holidays. East Neuk
get sandwiches and not the hot meals provided in other areas. Poor system in East Neuk involving
people having to travel to different villages on different dates for lunch. To compensate for this
poor, unfair system, if anyone is running a holiday club in the East Neuk villages, the council will
provide funding for lunches.
Cllr Sean Dillon
Manse Place Bus Stop:
3
After a long delay, it has been confirmed that the materials for the new bus stop are
currently on order and will be installed soon. As soon as a clear timescale has been given,
the Community Council will be informed.
Path Between Queen Margaret Street & Burnside Drive:
Due to issues with the developers, the construction of a path between Queen Margaret
Street and Burnside Drive has been delayed until next summer. As a temporary solution, I
have written to the Roads and Transportation Service to request that a gravel path be put in
place over the winter to prevent the mud path that has been created from becoming a bog.
Streetlighting:
I have received several complaints regarding the lack of streetlights in St Monans and wrote
to Scottish Power who informed me that engineers would be out in the coming days to
resolve the issue.
X60 Bus Service:
The 27 th of October marked 90 days since Stagecoach implemented their decision to stop
serving several bus stops throughout the East Neuk. At the time, they promised to review
the situation after 90 days, therefore, I have written to them to remind them of this and again
requested that at least some of the bus stops that are no longer served by the X60 are
reinstated. I await a response but will share it as soon as it is received.
Sink hole in East Shore is to be filled in soon.
Cllr Fiona Corps
Regarding complaints made about bollards at top shop, an assessment has been carried out and
more traffic calming items are to come. Discussion re parking habits of people visiting hairdresser,
parking of the shop van while children are trying to cross the road etc. Fiona Corps to take forward.
Damage to coastal path at Ardross – people diverted to main road. Coastal erosion – funding is an
issue and negotiations are ongoing. Also, we don’t know what this winter will bring.
Fife Council are preparing their new local development which is to be called “The Fife Place Plan”
Consultation portal “Place Matters” starting now until end of February. Eileen sending email about
this.
