| 1. | Welcome and apologies Marjory Ashworth welcomed everyone to the meeting. Apologies were received and recorded. | |
| 2. | Declarations of interest There were no declarations of interest. | |
| 3. | Reports from Community Groups SMAKE – Pete Peddie The Auld Kirk was successfully purchased on 8th December 2025. In addition, SMAKE have had confirmation that they have been awarded Lottery Heritage Funding of £115,000 to allow them to carry on with their development plans. This award is ‘match funding’ so fundraising will need to take place.The first event in the Auld Kirk was the recent Watch Night Service which was very well attended and raised over £700.00.Going forward, volunteers will be required to keep the Auld Kirk open as much as possible. Please get in touch if interested in assisting. Arts Festival – Helen Marshall The AGM will be held tomorrow evening in the Bowling Club at 7pm. The committee is keen to hear the views and ideas of the local community, and all are welcome to attend. This year’s festival will take place on the first weekend in September. Pools and Pans – Pete Peddie In December the group received information that they would be receiving funding (£4700.00) from the Crown Estate to undertake a feasibility study to protect the pool and salt pans. Floral Group – Katy Gall Fairly quiet at this time of year. Members of the group went to an event at the V&A in Dundee last week to view a Gardening Futures exhibition. | |
| 4. | Last minutes and matters arising Road flooding notified to the Councillors The November minute was proposed by Pete Peddie and seconded by Katy Gall. | |
| 5. | Police Matters and Report Contact email address: eastneuklandwardCPT@scotland.police.uk 0 calls from Abercrombie 0 crimes recorded. 29 calls from St Monans and 5 crimes recorded. M Ashworth to ask about the number of calls received for the same crime. | |
| 6. | Chairperson’s Report – Marjory Ashworth Thank you to all involved in the development of the Memorial Garden and the opening event. The beautiful weather added to the success of the day, and the bell ringing was very poignant. Overall, a great community event.Planning permission has been granted in Abercrombie despite the objections raised.Complaints received about a gritter spreading salt unevenly. This was notified to Cllr Hayes who followed this up. No notification yet received regarding double yellow lines as, despite agreement to go ahead with these, there is an apparent backlog at Fife Council.The Burns Supper is on 7th February in the town hall. Good speakers, singers, music and dancing are planned for the evening. The cost of a ticket is £30. Entry to the hall is from 5.30pm with the evening starting at 6.15pm. Please promote this night within the community. | |
| 7. | Treasurer’s Report – David Robertson 2025 Accounts The full accounts which were not available at the AGM in November were now complete, and details were reported to those present. Copies of the full accounts would be made available on request. January report Cash Flow Balance – £877.20 Memorial Garden Balance – £2,332.61 – Common good application for £10,000 to be finalised & sent. Floral Garden Balance – £2,882.49 – Applied for £250.00 from Fife Council Heritage Balance – £3,515.65 Electricity bill outstanding – £1,915.53 (Owner of premises previously paid this but stopped without notice resulting in this bill) Water bill outstanding – £107.19 A discussion followed regarding the running costs of the space and how to reduce these and it was suggested that alternative cheaper utility companies could be found. Katy Gall will help the treasurer with sourcing alternative utility suppliers. | |
| 8. | Secretary’s Report Eileen still has many emails unread due to the number received – apologies but will catch up. Planning 42 West End – existing outhouse to summer house Farm related building works non-residential at Stenton. 3 The Cribbs – Replacement roof tiles/listed building consent6 Inverie Street – dormer and rear extensions – no queries following Committee discussion. 4 Mid Shore – listed building consent/extension/alterations to connect two properties. Email received regarding an upgrade request for the play area between Newark Street/Inverie Street. Cllr Hayes advised that the Council will respond to the gentleman directly. Document examined regarding the establishment of CCs. Relevant point – AGM should be held prior to 31st August, which St Monans & Abercrombie CC will do going forward.Secretary deals with various items but also passes on items to individual CC committee members for their review and action if required. | |
| 9. | Members’ Reports Pete Peddie – Produced the Pittenweem Post for discussion. This is produced every month – paper and email copies. Is there any will to do something like this in St Monans? Crail Matters, Kingsbarns Eagle etc. all depend on locals supplying articles. Cllr Hayes advised funding possibly available. Pete Peddie to speak to Hazel in Pittenweem regarding this. David Robertson 2 concerns raised regarding 56 Newark Street involving a large building being built in the garden? Is planning required? Work has commenced and is nearly finished. Cllr Hayes to investigate.report of frequent speeding in Inverie Street | |
| 10. | Councillors’ Reports Cllr Alycia Hayes Will request speeding survey for Inverie Street and Abercrombie.Council Officers decided not to pursue short term let zone in Fife. All political parties came together to challenge this decision. Suggest numerous zones that are targeted? No implication for current owners of short term lets but there is a possible impact for any new owners. Council paper presented proposing to dispose of 20 halls in Fife – challenged by Councillors.Fife Sport and Leisure Trust made a small profit in 2025 – Scottish Government to fund P5s to get swimming lessons. All pools are secure in Fife and can now employ more staff which is very positive. | |
| 11. | Public Questions Dog fouling on Station Road – residents can take a photo of the person allowing their dog to foul. Action can be taken. £200 fine. | |
| 12. | AOCB West Street is particularly dark at night – on way to Johnstone Close Lights out at far end of Gourlay Crescent – Cllr Hayes to report. Request for donations of Scottish products for the hamper for the Burns Supper | |
| 13. | Close/date and time of next meeting The next meeting will be on Monday 16th February at 7.00/7.15 pm. Marjory Ashworth thanked everyone for their attendance and brought the meeting to a close. | |
