Marjory Ashworth welcomed everyone to the meeting. Apologies were received and recorded. - Declarations of interest

Bathing Pool (1934) – Mervyn Blank
Following concerns about erosion around the bathing pool, Mervyn Blank visited the site with Jennifer Jones
to discuss current damage. Mervyn showed photos to the meeting which detailed the extent of the
problems. Funding is required and there are sources available. However, there are significant challenges
getting access to the site to effect repairs. Mervyn also suggested that there could be work carried out in
this area to re-instate the putting green, the erection of bathing pool changing rooms and possibly a
catering van.
Current actions – - Civil engineer to inspect and report.

An action group of volunteers is needed to take these things forward to preserve and improve the area.
Cellardyke have been successful here and Cllr Corps suggested liaising with them to discuss their approach
and experience. Cllr Dillon advised that ‘Harbours and Shore banking’ – may need an approved Civil
Engineer for such an inspection.
E Montador – advised of a ‘Community Benefit Opportunity’ which may be available to assist with funding.
Pete Peddie, Jennifer Jones and Mervyn Blank are currently interested and involved in this project.
Jennifer highlighted the serious problems with erosion at the salt pan side of the pool. This coastal erosion
is actually going right back to the salt pans and this needs to be addressed to save both the pool and the
heritage site.
Marjory Ashworth suggested that Fife Council be contacted to find out their position with regard to the
coastal erosion and a report be brought back to the next CC meeting. It was agreed that the pool is heavily
used by locals and attracts many visitors to the village. The land in this area is apparently owned by the
people of St Monans and therefore assistance may not be available from Fife Council. Marjory then
thanked Pete, Jen and Mervyn for their work and involvement here.
Heritage Collection – no report

Sea Queen – Vicky Robertson
Sea Queen day will be Saturday 12 th July 2025. It will take place later in the afternoon due to having the
Reaper. The crowning of the Sea Queen will take place around 3pm.
The Food festival will take place on Saturday 5 th April 2025. Tickets will be on sale next month.
Memorial Garden – Morven Syme
Still in early stages but currently in the process of getting quotes. £250 has been received from the
Pittenweem Fishermen memorial group. The next meeting will be held on 3 rd March.
Application for a common good funding by end of March. Estimated costs £20000 and we will submit a
claim for £10000 for consideration.
SMAKE – Pete Peddie
An ‘Open Weekend’ was held last weekend at the Auld Kirk to encourage local membership. This resulted in
approximately 180 new members and there was lots of enthusiasm for the work being done. The project
continues to need support from local people. An application has been made the Scottish Land Fund, and we
should know the outcome of this in March. The website is up and running, together with a Facebook page.
Alongside the membership details, there is a consultation being delivered to local households for feedback.
- Last minutes and matters arising
Cllr Hayes dealing with issue regarding Top Shop and this was all cleaned up the next day.
Housing issue Gourlay Crescent – Cllr Corps advised we are waiting for skips when the weather is
better.
Mine at harbour – who maintained it? Needs painted – carry forward to seek volunteer.
Path repair from new houses to Queen Margaret St – Cllr Dillon requested even a temporary gravel
path. He has had no response from council since start of December and will request an update.
Mechanical sweeper has not been seen in the village. Cllr Hayes to take forward.
Cllr Corps reported that there will be new gully cleaners in the new budget.
Banking at side of road in Abercrombie – someone from the council to inspect.
Johnstons close has been tidied.
The January minute was proposed by M Syme and seconded by E Montador. - Police Matters and Report

Thanks to all who supported and took part in the Burns Supper on Saturday 8 th February in the Town
Hall. Positive feedback was received from new members in the village and others out with.
However, there were issues for some people who could not hear the speakers. A public address
system will be considered for next year.
Contact from a parent at the school advising she wants to hold a ‘yard sale’ to help raise money for
the school. M Ashworth has passed on Councillor details to the parent to see if permission is
required. Suggestion was that this may held at the same weekend as Arts Festival to get passing
trade.
Banking signatory issues now resolved.
Need to advertise the vacancies on the CC to publicise this and get support and new members. - Treasurer’s Report – David Robertson

Safety of lithium-ion batteries – campaign to see if we are in support of this. CC happy to add their
support.
Email received re the X60 not stopping at the caravan site. Could one of the Councillors take this up

Thanks to all who have completed the Space Plan survey. Over 150 responses have been received
so far. Available in paper form if people not on social media. Survey feedback briefly discussed.
Apologies but Niamh will not be present at the next 2 meetings.
Morven Syme
Planning – 5 The Cribbs – single storey extension to the side of the dwelling. Repainted, doors and
installation of replacement rooflights and windows.

State of road in Rose Street – has been inspected and a repair being carried out. Also 4 potholes.

Manse Place – Your Speed Sign
Following discussions during the Area Roads Programme, I requested that the Transportation
Service erect a new vehicle activated “Your Speed Sign” at the western entrance to the village. The
Service have come back to me to confirm that they are willing to install one 100m along from the
gateway signs on Manse Place. A date has yet to be confirmed for the installation but will be shared
in due course.
Access to Cash
Since being elected, it has been my priority to improve access to cash within the East Neuk. I am
pleased to confirm the LINK group recommended a cash hub in Anstruther be installed and
operated by the Post Office. While I cannot confirm the location or date of the opening of this
service until the contract is agreed, I can confirm the following that it will operate from 09:00 –
17:00 Monday to Friday and will offer free depositing and withdrawal of cash for both personal and
business accounts. It will also offer a change service for businesses. It should be stressed that this
service will only be offering services involving money. For all other Post Office needs, the mobile van
will still operate.

After School Care Provision:
The trustees of the East Neuk Centre are looking to provide after school care for children. There is
currently a poll on the Trust’s Facebook page (https://www.facebook.com/eastneukcentre.trust) to
gauge interest or alternatively, the staff can be contacted at info@eastneukcentre.org.uk.
St Monans streetlights? Older style lights in Forth Street not working (storm damage)

Van parked in 26 Elm Grove causing an obstruction of the footpath – police to be emailed about
this.
D Robertson advised that there are some cars in the village not road taxed/MOT – to be reported
too.
People parking on pavement at the main road (Manse Place) at the new houses – causing an
obstruction for prams – police matter. - AOCB
Speeding in and out of Abercrombie
Update on the footpath to Abercrombie – email Cllr Hayes about this (forward to Cllr Dillon)
Mary Henderson advised that there will be a memory café for local people held at the exhibition in
Merchants’ Room in the Fisheries Museum on 18/3/25 from 10.30 – 12noon. - Close/date and time of next meeting
