followed by the ordinary general meeting,
held in the Church Hall, Station Road on
Monday 20 th January 2025 at 7.30 pm

- Welcome and apologies.
Marjory Ashworth welcomed everyone to this extraordinary general meeting, which is being held to
approve the 2023-2024 accounts.
In addition, she advised that Peter Peddie requires to be voted onto the Community Council to assist with
progressing the banking issues regarding signatories. This was proposed by Marjory Ashworth and
seconded by Eileen Montador. - Presentation of Accounts – David Robertson
Income and expenditure were read out for each of the accounts (see attached APPENDICES I-III). Email
copies are available on request. The Accounts were proposed by Morven Syme and seconded by Eileen
Montador. - Welcome and apologies
Marjory Ashworth welcomed all to the January ordinary meeting of the CC and wished everyone a happy
new year. Apologies were received and recorded. - Declarations of interest
There were no declarations of interest. - Reports from Community Groups
Heritage Collection – Mary Henderson
Approached by museum in Anstruther. They have a gap in Feb/Mar – opportunity for Heritage to
publicise Jerzy Morkis’ book and also the camera collection. 4/2/25 – Mary and Eileen going to set
up. 11 th or 25 th March – reminiscence café so that people form St Monans can go along to see things
and talk about the history of village.
Hoping to open up the Heritage at the beginning of April.
Memorial Garden plans – Billy talking about an event in the Town hall to discuss the history of the
disaster. Meeting tomorrow at 3pm at the Architects office to discuss.
Sea Queen – Vicky Robertson
Food festival will be held on 5 th April with live music.
12.7.25 – aiming to have Sea Queen Day – possibility that we will have the Reaper.
Meeting crew members on Saturday to discuss this and see round the boat.
Not in the Town Hall but intend having the stage outside the town hall with events on the Mair etc.
Very early stages but being planned. May need to be later due to tide times.
Cannot get the pipe band for this date. However, a couple of pipers will suffice.

Would like the Auld Kirk for the Sunday – need to take this to the Church of Scotland
SMAKE – Marjory Ashworth
Application is in to the Scottish Land Fund – applying for stage 2 of the funding – hopefully finalised in
March.
Other grant applications in place to try and keep the project moving forward. Struggling to get a bank
account opened.

St Monans – 34 calls and 5 crimes recorded. - Chairperson’s Report – Marjory Ashworth
Invite to the Burns Supper on Saturday 8 th February in the Town Hall. Tickets priced £27 per person
are available to buy from Marjory Ashworth
Need new members on the CC as we have space for 10 but only 7 on the committee. Please pass on
the word that there are 3 places available. - Treasurer’s Report – David Robertson
Paid the church for hire of hall for 2025 meetings.
Money paid to us in error passed on to the food larder.
Heritage accounts – £2590 – donations, psychic night etc. £330 for water! Bills received for gas and
electric – being queried as we don’t have gas.
Floral fund – £3209.25 as of yesterday. Raised 1350.00 (all put into correct account.) Grant applied
for.
It is okay to now order the hanging baskets as funds are available.
Settlement trust – applied for £1000 for the Autumn club.
Still not received the £600 Community Council grant from last year so still need to apply for this year
too – all due to bank signatory issues.
Attempts being made to add Marjory Ashworth as a bank signatory with the assistance of Peter
Peddie, who was a previous authorised signatory. Then David can be added.

- Correspondence with David Wilson – artist creating the artwork at the new estate.
- Date for community discussion/input – 3pm on Wednesday 12 th February 2025 in the church hall for.
He would also like to visit the Heritage.

Planning – reconstruction of sea wall – planning permission just in so hopefully work will start in due course.

Posts but no wire at the fence at the caravan site – no wire ever there? Posts are new so perhaps wire will
follow. Cllr Alycia Hayes will write for clarification.

- Community Space Plan
Reviewed the previous space plan from 2018-2022.
7 areas for questioning – first draft
1 what do you like and dislike about the village.
2 lacking facilities?
3 what would improve the character.
4 what would improve the infrastructure.
5 what kinds of events would you like to see in the village.
6 do you feel the area lacks any recreational facilities?
7 so you think there is enough support in the community.
Last time questionnaires were sent out but only about 6% return. We are considering a digital poll. Also
approaching the local groups who might not wish to use digital platforms to provide their views. Will issue
to the school for the pupils.
Still to be finalised. Any feedback?

- Public Questions
Mess at the back of the top shop. Rubbish and broken gate. This is owned by the shop. Cllr Hayes
to contact ‘safer communities’.
Vacant house in Gourlay Crescent with people there sporadically. Not put out the bins. Housing
issue – Cllr Corps to report – 2 & 4 Gourlay Crescent. Door off shed and roof off too. Affecting light
to other areas.
Mine at the bottom of the harbour – who maintains it as it needs painted? Fishermen’s’ Mission?
Need a volunteer to paint it – look for someone to paint in in the spring – red/white.
When is the path getting repaired from new houses to Queen Margaret St – delayed to summer
When are we getting the mechanical sweeper round St Monans? Was out recently. Cllr Hayes to
request.
Abercrombie heavier vehicles eroding banking – Cllr corps will investigate.
George Terrace also an issue re lack of sweepers
Johnstons close also a mess at the steps – full of old furniture and bits of old cars -cage is gone.

Settlement trust – have extra money. If anyone would like David Robertson to apply for it for
anything useful then please let him know. £90 for the first responders to repair equipment.

Suggest for memorial garden – David Robertson will submit for consideration for the metalwork for
the seat. Morven to find out costs.
MA will find out when the new pads are due for the defibrillators in case more money needed. - Close/date and time of next meeting
The next meeting will be held on Monday 17 th February 2025 at 7.00/7.15 pm. Marjory Ashworth thanked
everyone for their attendance and brought the meeting to a close.
