Community Council Minutes 17/11/08
Minutes of ordinary meeting of the Burgh of St Monans Community Council on Monday 17th November 2008 at 7.30pm in St Monans Church Hall.

2 members of the public were present. PC Nairn also attended.
- 1) Welcome and Apologies
E.Scott opened the meeting.
There were apologies from T.Hughes, E.Hughes, W.Buchan, V.Bland, D.Palmer, Cllr Macgregor and Cllr Scott-Hayward.
- 2) Public Questions
Wilma Hughes expressed concern about a variety of traffic dangers at the junction at Inverie St/ Station Rd. Discussions highlighted the dangers as illegal short term parking at the junction, drivers cutting the corner going into Inverie Street and excessive speed in Station Road despite 20 mph limit. PC Nairn will ask Traffic Wardens to carry out spot checks re illegal parking and police will use speed guns in the area. Residents are shortly to be issued with 20mph stickers for bins.
W.Hughes also asked about progress on pavement improvement. FC have a long term plan but it could be some time till it reaches St Monans.
W Hughes reported on meeting with Liz Murphy re St Monans cemetery. It was positive and there should be improvements made over the next year. Wilma to keep CC informed of situation.
Charles Francis informed us about ongoing plans for Allotments and that a full report would be presented at January’s meeting.
Police Report
Alan Nairn reported on recent crime figures for the area. In the last month there
was only 1 reported anti social crime (7 last year) and 4 calls from public ( 4 )
The public are urged to report crimes if they have concerns. Police speed checks
continue. A new sergeant has been appointed, Tony Doriano.
- 3) Last Minutes and Matters Arising
3.1V.Salvage reported that the school would be interested in having groups of pupils help CC members and other volunteers to plant daffodil bulbs around the village.
She will organise.
3.2Upcoming events are being advertised on website www.stmonans.org.uk and “Loaves and Fishes”
3.3D.MacEwan mentioned church Burns hymn competition to celebrate 250th Anniversary.

- 4) Chairperson’s Report
E.Scott reported that V.Salvage and V.Bland laid wreaths on Remembrance Sunday for CC and FC.
- 5) Secretary’s Report
5.1 No-one from St Monans CC able to attend Fife Support Working Group.
5.2 There is a meeting on Tues 18th Nov in Abercrombie Court to set up committee for next year’s proposed Community Arts
Festival.
5.3 R.Craib to attend Fife Networking Session for CC Secretaries in Fife House on Dec 3rd.
5.4 ASCC Conference – no-one to attend.
5.5 Police Community Newsletter rec and ret
5.6 Police Questionnaire rec and now completed.
5.7 Fife Flooding plan and info rec and ret.
5.8 No objections raised for licence renewal for St Monans minimart.
- 6) Treasurer’s Report
Updated statement issued.
- 7) Planning
None to consider.
- 8) AOCB
8.1 R.Craib to contact Waste Aware expressing concerns of inaccuracy of new bin labels.
8.2 V.Salvage to write thank you letters to Heritage volunteers.
8.3 Concern about vandalism in public toilets. Situation to be monitored. There is a danger that FC may shut them down which would not be positive for the village.
- 8.4 Photos received re condition of Coastal Path east of village. RC to email Cllr
S-H who was dealing with this issue in the summer.
- 8.5 A.Ireland submitted photos of flooding in street outside his house. RC to
Check with Cllr Macgregor on situation.
- 8.6 Heritage Collection building due for repainting. G.Brown to ask some local painters for quotes in order to receive most competitive one.
- 8.7 Boat Owner’s Club. A meeting is being held in Mayview on Nov.25th to gauge interest.
- 9) Close and Date Next Meeting
E.Scott thanked everyone and closed meeting.
Next meeting will be on Monday 15th December at 7.30pm in St Monans Church Hall. All members of public welcome.
