Minutes of the Ordinary Meeting of the Burgh of St Monans and Abercrombie Community Council held on Monday, 16 October 2017, at 7.30 pm.

No Report from Police as PC Gillian Tetlow and V Salvage were not in attendance.
B Allan said there was another incident in Newark Street and the police were involved. |

Last Minutes and Matters Arising
4.1 (4.1, 3.2, 4) Planning Application regarding Changes to the Harbour and its Surrounding Areas Cllr W Porteous reported that the Plan is available at the library. He said that he would try to find someone who can enlarge the Plan. |

4.2 (4.2, 3.3, 5.1, 4.2, 3.2, 3.4, 5) (4.16, 8.3) Leaflet with Useful Fife Council Contact Details and Telephone Numbers and Bin Collection Times
P Copland said that if anyone does not have a printer, the offer to ask V Salvage to print a leaflet was still available. |

4.3 (4.4, 3.5, 5.5, 4.6, 3.6, 3.8, 3.11) Traffic at the Mini Market and Rose Street
Cllr W Porteous said that despite several emails he has not heard anything further about the promised planters for this area. He said that, as far as he knew, the decision was made that planters would be provided by Fife Council, but said that getting the planters seems to be difficult.
Cllr J Docherty agreed to contact Transportation regarding getting double yellow lines at Rose Street.
Cllr J Docherty said that he had contacted Traffic Management about Parking. He said that it was asked that Traffic Management should come at weekends and this has been done. |

4.4 (9.1) Vehicles in Gourlay Crescent and Elm Grove
W Buchan reported that the van is still on the pavement. He said that someone complained that they had to come off the pavement with their pushchair every time they pass the van.
Cllr J Docherty said he would get on to the police because that is causing an obstruction. It is parked on the pavement so it means that anyone with a wheelchair would have difficulty. He said if you have a van or any vehicle on the pavement under the Equality Act 2010 that is an offence, so the police will find the owner and deal with it.
W Buchan said he had spoken to the police and they did not want to know. Cllr J Docherty said that he had raised something with the police before and would be very determined. A member of the public said that a notice had been removed from the car. |

4.5 (3.8, 5.9, 4.15, 3.16, 8.8) Hedge Needing Cut
W Porteous said he had contacted the owners of the hedge off Braehead which required to be cut. A member of the public said that the hedge had been cut.
A member of the public said that the people in the Deck House had built a wall causing the path to slope. P Copland said that we will find out who owns the path, and if it is Council owned we will ask for remedial work to be done. |

A member of the public said that they had not seen anyone coming to inspect them. W Porteous said that he did email someone, but did not get a response. |

4.7 (3.11, 5.12, 10.1) Bins on the Road at the Back of Miller Terrace
Cllr J Docherty said that he had reported that and also mentioned potholes. |

4.8 (4.8, 3.6) Visitors Rubbish Disposal
There was discussion regarding the rules for the disposal of waste from holiday lets. A member of the public said that they had been given a waste bin with a key and had been confronted by someone who wanted to know where she got her key from who was unhappy that he had not been issued with a key. She said Fife Council had said that they would find out who were permanent residents and issue a key to them. She said some black bin bags had been left by the bin by the shed. P Copland said that V Salvage was going to mention this to Gillian Tetlow. |

4.10 (4.10, 3.8, 5.9, 4.15, 3.16, 8.8) Beautiful St Monans
E Porteous said that Calendars most of the initial order of Calendars had been sold, and that 50 more had been ordered. |

4.11 (3.9, 5.10, 4.17, 8) Water at the Cemetery and Weeds in the Cemetery Path
A member of the public said that the weeds were OK now, but the water butt has not been dealt with. Cllr J Docherty said that he had contacted the people who run the cemeteries and they were going to carry out an inspection. He said that the tap for the water butt has broken down 3 times, and said he had asked for the tap to be replaced by something newer and of stronger design. He said it was not breaking due to vandalism. A member of the public asked if that meant we could not get the pipe fixed, and that the pipe is not even being investigated. P Copland said that his recollection was they have looked at the cost of running the pipe. They thought the cost was excessive in their eyes, so that is why we are getting the butt. Hopefully, he said, with Cllr Docherty’s persistence we will get something that works. The member of the public said that it is a busy cemetery, and yet we cannot get the water sorted. |

Cllr J Docherty said that someone is going to inspect the road. |

4.13 (4.13, 5.14, 10.3) Cars Going over Ground towards Windmill
P Copland said that a person from the Coastal Watch team had reassured him that there is no longer anyone driving across the grass from his group. He asked for anyone who is out walking and who spots a car going over the grass to let the Community Council (CC) know. |

4.14 (4.14, 8.1, 10.2) Pothole in Steps down from Braehead
E Porteous and a member of the public said that the Council had done further work, but the result was a smooth finish. |

4.15 (4.15, 8.2) Litter Picking
W Buchan said that he did not think anyone from Community Payback had been there and agreed to contact them again. |

4.16 (4.18, 8.5) Sewage Overflowing into the Burn and Overgrown Banking at the Pavement beside the Burn
Cllr W Porteous said that he got an email back from Fife Council saying that they had never cut the banking down to the stream. Cllr Porteous said that he replied to the email, saying that he knew that the banking had previously been cut, and that you should be able to see the burn as it is a bit of a safety risk. He said he also asked, if Fife Council did not do it, who could do it. It was said that SEPA might be the people who could be contacted with regard to that. P Copland said he thought SEPA would be pleased if the banks were cut back as it would help the flow of water down from the fields. B Allan said that children have put some wooden panels into the burn. P Copland suggested writing to John Hasim asking if it not him who deals with this who should do it. |

4.17 (4.20, 8.7) Path Overgrown from on Public Path to Church
It has been cut. |

4.18 (4.21, 8.9) Costing for New Brown Signs for the Village
Cllr W Porteous said that he had contacted VisitScotland twice, but they had not returned his calls. He said that he would try again. |

4.19 (8.1) Proposed New 4-bedroomed 2 Storey Property on Sea-front Gap Site – West End at the Bottom of the Dawsie Wynd
P Copland reported that he had sent an email with a collection of all the main items – what we consider material considerations. A member of the public showed some photographs showing that there was a house on that site before.
Cllr J Docherty said he had questioned whether this site was to do with Fife Coast and Countryside or Fife Harbours. He suggested it is Fife Harbours. |

4.20 (10.2) Work at the Back of 24 Station Road
Cllr J Docherty said there has been an inspection just to check the state of the ditch; to check what the effect would be in the winter if it freezes. |

4.23 (10.5) Getting to Hospital, Surgery, Pharmacy and Morrisons in St Andrews by Bus
Cllr W Porteous said getting the 95 bus which turns into a 97 in order to go to the hospital etc is not on the timetable and does not work too well. He said that the bus goes to St Andrews and then turns into a 97 and then goes to the hospital and Morrisons, but on the way back it took about 2 hours. Cllr Porteous said he was still chasing it to see if he can get something better. |

5 | Chairperson’s Report
P Copland gave a big thank you to Ena Hughes and her crew at the Mayview for the past years that the Community Council had been meeting at the Mayview and for putting up with us and wished her well for the future. He also thanked Dave Brisland for allowing the CC to use the Masonic Hall for this meeting.
W Buchan said that they asked if we could use St Monans Town Hall – at no cost. P Copland said that that is something that we can pursue. |

7 | Treasurer’s Report
P Peddie handed out a printout of the transactions. He said not a lot had been going on. Money is coming out for the floral displays. There are no untoward expenses. P Peddie asked who he should speak to for advice regarding applying for funding. P Copland said that several other members of the CC have the knowledge regarding how to do this. |

8 | Planning
A member of the public mentioned a Planning Application regarding the tree in the garden at 18 West Shore. She said the tree has now become a health and safety issue. She said it was in a dangerous position and a revised report has been put in with the Planning Application. |

9 | Public Questions
9.1 Harbour Development A member of the public said that houses had been built in the village which are eyesores and that the harbour will be an eyesore. There was discussion about the wall and where it was to be located. The member of the public asked what happens if Alec Anderson needs his wall repaired. P Copland said that he had already had to get it done over the rocks. The member of the public suggested there could be problems when the sea starts eating in below. |

9.2 Old Railway Bridge
A member of the public said she was getting worried about the railway bridge. She said that on the left-hand side there is a huge rock which has been displaced. B Allan said she was trying to find out through the Land Registrar. P Copland said that when B Allan gets a reply from the Land Registrar we will hopefully be able to contact the owner with the safety concerns. The member of the public said that unless someone does something now the whole of the left wing will collapse. |

9.3 Small Wooden Bridge
A member of the public said that the small wooden bridge over the burn at the field was quite dangerous. She asked who deals with that. B Allan said that would be the responsibility of the Coastal Path people. P Peddie suggested it would be owned – possibly by Toby Anstruther. Cllr W Porteous agreed to check with the Fife Coastal people, and P Copland said that if it belongs to Toby Anstruther we will have a word with Sam Parsons. |

9.4 Town Team
A member of the public asked about the Town Team. P Copland suggested it is a gathering of people who have a business in the village and they want to use the connection with each other to generate more business in the village. A member of the public said it is more of a networking thing. P Copland said that he thought a few businesses had not been contacted. P Copland said that he would contact Gordon Bell saying that there have been concerns raised by some businesses in the village who are unsure what the Town Team is for. |

9.5 Harbour Trust
B Allan said that it is the same regarding the Harbour Trust. She asked who was on the Harbour Trust. P Copland said that in the village we have the Community Council and the Community Trust. The Community Trust is used as a vehicle for bringing forward large money developments. The last one that was done was the MUGA, and the one previous to that was the changing rooms for the Pavilion. The Harbour Trust is being used as a vehicle for the harbour regeneration. He said that the person driving that forward is Gordon Bell. B Allan asked if Gordon Bell was in discussion with Scottish Heritage regarding the proposed harbour development. She said it is an historic harbour. Millers boatbuilding was the biggest in Britain at one time. A member of the public asked if it would help if Gordon Bell was invited again and tried to explain it. She said that at one point Mr Bell was concerned that if the village did not come together as a whole that the Council would take over and that may not be what people want. P Copland said that he would contact Gordon Bell and ask him if he was prepared to come again and explain the Harbour Development and the Town Team – to explain to people what is going on. Cllr W Porteous said that Fife Council own the harbours in Fife and Fife Council do not want to own them. Cllr W Porteous said he would try to get bigger plans. |

10 | AOCB
10.1 People who deliver the who Drop Post Elastic Bands W Buchan said that he had noticed that the people who deliver the post drop elastic bands on the ground. He said that it was dangerous for dogs. He said people get fined for dropping cigarette ends, and asked if the people who deliver the post could be also receive a fine. |

10.2 Hole in West Street
W Buchan said that a lamppost had been changed and the hole where the lamppost had been located has been there for 6 months. Cllr W Porteous said that he had raised that. |

10.3 Stopcock for Upper Flat contained in Lower Flat
W Buchan mentioned the above. P Copland said that the person should contact FC Housing Department. Cllr J Docherty said he would be happy to help, and asked W Buchan to email him the details. |

10.4 Dog Fouling
V Bland said that there is dog mess on the footpath by the church every morning. P Copland said that unfortunately the Dog Wardens will not come out in the night time. V Bland said that he phones the Dog Wardens again and again but gets no response. P Copland said that he thought we just have to keep reporting dog fouling. J Docherty said that what you can take a photograph of the dog (not the owner) and send the photograph to the Dog Wardens. |

10.5 Moving the Paediatric Clinic from Skeith to the St Andrews Hospital
Cllr W Porteous said the NHS currently has a consultation about possibly moving the Paediatric Clinic from Skeith Medical Centre, Anstruther to the St Andrews Hospital. Cllr Porteous invited anyone who has an interest to fill in the questionnaire – see information at end of these Minutes. [Copies of the questionnaire will also be left at the Health Centre Reception Desk Skeith Health Centre, Anstruther. ] |

10.6 Scottish Ambulance and First Responders
Cllr J Docherty said that at the last Community Forum Meeting when all the Community Councils come together, we had a report from the lady in charge of First Responders. They are having difficulty with Scottish Ambulance using First Responders. Cllr Docherty said he had contacted Steven Gethins MP and asked him to send a letter to the Health Minister to see if something can be done. |
