Community Council Minutes 19/12/11
Minutes of meeting of St Monans and Abercrombie Community Council held on Monday 19th December 2011 at 7.30pm in Mayview Hotel Function Suite.

There were no members of the public present.
1. Welcome and Apologies
A. Anderson opened the meeting. There were apologies from G. Brown, V.Salvage, Cllr Scott Hayward and Cllr Riches.
2. Declaration of Interests
None
3. Coastal Path at East End of St Monans.
A letter from a resident has been received about the dreadful condition of the path and the fact that “dog poo bags” are being hung on the fence as walkers cannot reach bin because of flooded ground.
The CC is aware that no progress is being seen in this area and will request an on-site meeting with Ian Barbour of FC and Scottish Water. A.Anderson to contact ( copying in Cllrs and Kate Hughes in correspondence)
4. Public Bins
CC discussed and selected some new sites for extra bins. A.Anderson to pass on information.
Winter Gritting. Cllr Macgregor gave CC info on Fife Council’s winter roads plans. St Monans gritting priority maps and grit bin location maps to be displayed on notice board and website.
Last Minutes and Matters Arising
(2.5) A letter of acknowledgement has been received from Mr H. Guthrie with an indication that a fuller reply will follow.
(3) Bench update. V.Salvage has now, after FC delays and helpful intervention by Cllr Scott Hayward, received the relevant forms from FC and hopefully the benches will start to be installed in January.
(10) Skiffs. No replies of interest have been received to date. Decision on future continuation or abandonment will be made at January’s meeting.
Senior Citizens’ Tea. W. Buchan confirmed that Anstruther Junior Operatic is available to entertain.
Cllr Macgregor has also offered to “do” a spot.
The minutes of meeting of 21st November 2011 were accepted.

5. Chairperson’s Report

St Monans – 6 vandalism – undetected
6 theft – 4 detected
2 fire-raising – 1 detected
2 Breach of the Peace – 1 detected
Priority 1 – Speeding – 4 speedar checks have been carried out resulting in 1 ticket being issued for speeding in Colinsburgh. Traffic Wardens issued one Fixed Penalty Ticket in St Monans.
A Speedwatch campaign was discussed with the 4 members who attended the Police Community Liaison meeting. Volunteers from the local community are being sought to participate and should contact a Community Councillor or the local Community Officers (email:NorthEastFifeCommunityTeam@fife.pnn.police.uk Tel: 0845 600 5702) or make enquiries at Anstruther Police Station.
Priority 2 – Dog fouling – Dog warden attended in the area on 10th November 2011. No offenders identified, however the Warden is going to place more signs in certain areas and re-attend at the end of November.
Priority 3 – Anti-Social Behaviour – 16.5 hours foot patrols in the villages were completed in the last two months. 1 litre of alcohol seized in Elie. 1 visit to licensed premises.
It has been agreed that priority 2 – Dog fouling will be replaced with Traffic Congestion within the vicinity of Top Shop, Station Road, St Monans.
The next Liaison meeting is 23 January 2012 – Monday @ 7.00 pm – Colinsburgh Library
6. Secretary’s Report
6.1 Received a definition of what affordable housing is from Cllr Macgregor.
House purchase- 2.9 times income and a 20% deposit.
Rented – Max 25% of household income.
6.2 A resident who lives in St Monans part-time has asked about possible communal bin availability to stop bags having to be left lying between his departure and bin collection day.
Waste Aware have suggested resident taking rubbish to Pittenweem Recycling Centre.
R. Craib to reply to resident.
6.3 A letter of thanks for the CC supporting Common Good Fund application by the Bowling Club for building repairs was read out.
7. Treasurer’s Report
Accounts presented. Only thing to note was the cash flow looking around £2200 more than expected due to “sponsored bench” money lying in account.
Treasurer was a little unhappy at yet again more changes by FC in the format required for applying for the CC annual grant and hopes the system will remain unchanged for the foreseeable future.

10 AOCB
10.1 Several signs have fallen down in gales ( East Street and top of Station Road)
P. Copland to follow up.
10.2 E. Scott had received a request that, following the death of Aitken Fyall, it would be a nice gesture to have plaque on wall in West Shore refurbished. Suggestion that Fife Tourism may do this. A. Anderson to contact relevant body (supplied by Cllr MacGregor )
10.3 Question raised about progress with removal of rubbish on slipway and cherry picker.
Cllr MacGregor to pursue.
10.4 St Monans Primary will have a new interim headteacher until the summer. R. Craib to contact early in January to invite her to CC meetings.
